Sing the "Taihu Beauty" of Harmonious Symbiosis between People and Water in the New Era

On February 27th, the reporter learned from the new round of news conference on the effectiveness of comprehensive management of Taihu Lake held by the provincial government that in 2023, the water quality and algae situation in Taihu Lake reached the best level since 2007, and it has been safe for 16 consecutive years.

New improvements have been made in water quality.

The provincial party committee and the provincial government regard Taihu Lake governance as a landmark project of ecological civilization construction in Jiangsu, resolutely shoulder the political responsibility of Taihu Lake governance and promote the continuous improvement of water quality in Taihu Lake basin. Last year, our province issued the "Action Plan for Promoting a New Round of Comprehensive Management of Taihu Lake", which detailed and decomposed 100 specific tasks to carry out the work of managing Taihu Lake with greater efforts and higher standards. In 2001, 488 Pacific governance projects were implemented, with an annual investment of 23.8 billion yuan, an increase of about 5 billion yuan over previous years. The provincial finance allocates 2 billion yuan as special guiding funds every year, and issues a total of 34 billion yuan to support about 8,000 projects.

According to the national assessment data, in 2023, the permanganate index and ammonia nitrogen in Taihu Lake remained stable at Class II and Class I, with total phosphorus of 0.052mg/L and total nitrogen of 1.09mg/L, down by 17.5% and 9.9% respectively.

What do these numbers mean? "There are nitrogen and phosphorus indicators in lake eutrophication, in which total phosphorus is the main binding indicator. According to the national standard, the total phosphorus is 0.05mg/L for a good lake. Last year, the total phosphorus in Taihu Lake was 0.052mg/L, which historically approached and returned to a good lake, and relevant indicators should be continuously observed. " Jiang Wei, director of the Provincial Department of Ecology and Environment, explained that last year, the water quality in the eastern lake area of Taihu Lake remained stable at Class III, and the water quality in the central lake area reached Class III for the first time, and the water quality in the western lake area improved greatly. In the first half of the year, the water quality of Taihu Lake reached the good lake standard for the first time, and it can be seen that the water quality of Taihu Lake changed from quantitative to qualitative, but it still takes a long time to achieve fundamental improvement.

Last year, 53 cyanobacteria blooms were found in Taihu Lake, a decrease of 51 times compared with the same period of last year. The average area, maximum area and algae density decreased by 45.7%, 50.8% and 30.3% respectively, and the summer was safe for 16 consecutive years. The proportion of excellent grade III in 206 key sections of the basin was 96.6%, among which the water quality of all river sections reached Grade III and above, and the flux of total phosphorus and total nitrogen into the lake decreased by 2.9% and 25.5% year-on-year. The water quality of 19 lakes and reservoirs in the basin has been continuously improved, and the water quality of Changdang Lake has been upgraded by one grade to reach Class IV.

"Not only physical and chemical indicators, but also biological effects should be observed to further judge the stability and sustainability of Taihu Lake ecosystem." Jiang Wei said that the aquatic biodiversity index of Taihu Lake Basin reached 3.08 last year, which was upgraded from "good" to "excellent". The aquatic vegetation area of the lake reached 200 square kilometers, up 25.8% year-on-year. There are 382 species of birds in the basin, and the national key protected species such as white crane, white-headed crane, black-faced spoonbill and yellow-billed egret have been discovered in recent years.

Continue to strengthen source control and pollution reduction

The problem is in the water, and the root is on the shore. The prominent contradiction of Taihu Lake governance is that the total amount of sewage discharged in the basin exceeds the environmental capacity that Taihu Lake can bear, and controlling sources and reducing pollution is the key measure.

"In 2023, the Taihu Lake Basin added 491,000 tons/day of urban sewage treatment capacity, rebuilt 493 kilometers of urban sewage pipe network, with a total treatment capacity of 9.44 million tons/day, and built a total of 32,000 kilometers of sewage pipe network, handling 2.72 billion tons of sewage throughout the year. We will continue to promote the classified collection and disposal of domestic waste, adding more than 1,600 waste sorting communities and 850 tons/day of kitchen waste treatment capacity. " Chen Haodong, deputy director of the Provincial Department of Housing and Urban-Rural Development, said that it will speed up the construction of township sewage pipe network, eliminate the direct discharge of domestic sewage in towns and blank areas of pipe network, and comprehensively improve the urban sewage collection and treatment capacity. This year, it is planned to increase the urban sewage treatment capacity by 400,000 tons/day, and build and renovate the sewage pipe network by 300 kilometers.

Taihu Lake area has been a famous land of fish and rice since ancient times. Our province has implemented the most stringent effluent discharge standard for pond culture in the first and second protected areas of Taihu Lake, and the standardized transformation of aquaculture ponds above 460,000 mu in the basin has been basically completed. At present, the treatment rate of rural domestic sewage in Taihu Lake Basin has increased to 83.8%, which is about 43 percentage points higher than the national average. "In 2023, the five cities in Taihu Lake controlled a total reduction of 412,000 mu of direct seeding rice, and the mechanized returning area of rice and wheat straw in the three cities along the lake was 3.739 million mu, and the returning rate was over 83.3%. The comprehensive utilization rate of crop straw and livestock manure in Taihu Lake Basin reached more than 95%." Sun Xiang, deputy director of the Provincial Department of Agriculture and Rural Affairs, said that this year, we will explore the construction of a monitoring and evaluation system for agricultural green development, increase the pilot project of "two systems" of fertilizers and drugs and ecological transformation of irrigation and drainage systems, and promote the full coverage of key counties of straw comprehensive utilization projects in the upper reaches of Taihu Lake and the full coverage of rice machine transplanting in the first and second protected areas, further improving the level of agricultural green development in Taihu Lake.

"In 2023, the gathering area of cyanobacteria was the least since 2007, and there was no flooding in the whole year for the first time." Yu Junjie, deputy director of the Provincial Water Resources Department, said that a system of "blocking, guiding, controlling and fishing" has been gradually established along the lake. Since 2007, a total of 22.7 million tons of cyanobacteria have been salvaged, of which 740,000 tons were salvaged in 2023. The cyanobacteria salvaged ashore were disposed of by making organic fertilizer, burning and generating electricity, etc., to avoid secondary pollution. "Water, land, air and sky" water quality monitoring and monitoring network has been continuously improved, equipped with 437 water quality automatic stations, 2 ships, 14 boats and 1 observation station, covering more than 60 indicators of automatic monitoring capabilities, which can monitor algae every 30 minutes. In order to further reduce the source pollution in the lake and improve the lake habitat, the new round of ecological dredging project in Taihu Lake has completed 6 million cubic meters of dredging, and it is planned to dredge 6.35 million cubic meters this year.

The background color of river basin development is greener

Governance has forced transformation and upgrading, bringing opportunities for green development. Taoge area of Taihu Lake involves Wujin and Jintan, Changzhou, which is an important catchment area in the upper reaches of Taihu Lake and a necessary area for ecological water replenishment of major rivers entering the lake. In 2022, our province issued the Pilot Implementation Plan for Comprehensive Management and Sustainable Development of Water Environment in Taoge Area of Jiangsu Province (2022-2024).

"The pilot has scheduled 51 major projects in nine aspects, including industrial restructuring and industrial pollution control, urban and rural sewage treatment and garbage disposal, and comprehensive improvement of river networks, with a planned total investment of 18.4 billion yuan. By the end of 2023, 46 projects have been started, with a cumulative investment of about 10 billion yuan." Zhou Jingang, the second-level inspector of the Provincial Development and Reform Commission, said that Changzhou has also vigorously developed strategic emerging industries, continued to promote the high-quality development of new energy industries, and formed an ecological closed loop of "generating, storing and delivering". The new output value of new energy vehicle manufacturing, power batteries and photovoltaic industries contributed more than 90% to the growth of industrial output value, and industrial agglomeration ranked fourth in the country.

At present, there are 462 new "little giant" enterprises in Suzhou, Wuxi and Changzhou, accounting for nearly 60% of the province’s total. 166 national green factories, 16 green industrial parks and 498 provincial green factories were established. While promoting the continuous transformation and upgrading of the industry, our province has intensified the rectification of phosphorus-related enterprises, and continued to deepen the rectification of phosphorus-related enterprises in the basin in accordance with the principle of "standardizing and upgrading a batch, entering a batch of parks, shutting down and eliminating a batch", and comprehensively establishing a "phosphorus account book" and a "phosphorus list". By the end of 2023, 8,987 enterprises had completed the "one enterprise, one policy" remediation plan, and 6,970 enterprises had completed standardized remediation.

Taihu Lake Basin, with a land area of 0.4%, has created 10% of the national economic aggregate. Last August, the Land Spatial Planning of Jiangsu Province (2021-2035) was officially approved by the State Council. "The plan identified the’ Taihu Hill Ecological Green Center’ as one of the two ecological green centers supporting Jiangsu’s sustainable development. We guide the relevant cities and counties in Taihu Lake Basin to complete the overall planning of land space, strictly protect agriculture and ecological space, and promote the compact layout and intensive and efficient use of land space. " Sun Weidong, deputy director of the Provincial Department of Natural Resources, said that our province strictly controlled the use of land and space, standardized the review of projects involving the occupation of ecological space, and coordinated the ecological protection and restoration, and completed the ecological restoration of about 15,000 mu of abandoned mines left over from history in the water conservation area of Taihu Lake Basin. We will speed up the implementation of five national pilot projects and two provincial demonstration projects for the comprehensive improvement of land and space in the Taihu Lake Basin, and have completed the improvement of 20,000 mu of agricultural land, 0.7 million mu of construction land and 0.5 million mu of ecological protection and restoration. Huawei mobile phone chip Kirin 980 released: invested more than 300 million US dollars, using 7 nanometer process.

2018 Kirin Chip Media Communication Meeting Site

On September 5th, Huawei released the new mobile phone chip Kirin 980 in Shanghai. Kirin 980 is the world’s first mobile phone chip using TSMC’s 7nm (nanometer) process, and the flagship mobile phone Mate20 series released by Huawei next month will be equipped with this chip.

According to Huawei, Kirin 980 has adopted the most advanced 7-nanometer process and integrated 6.9 billion transistors, and its performance and energy efficiency have been comprehensively improved.

The world’s first 7nm process chip

Kirin 980 chip pushes the competition of mobile phone chips to 7nm, and then the new generation chips of Apple and Qualcomm will adopt 7 nm technology. For mobile phone chips, the technological process directly affects the performance and power consumption performance, and advanced technology is the basis of performance experience and energy efficiency experience.

At present, the 10nm manufacturing process is widely used in the industry. Only TSMC has realized the mass production of 7nm manufacturing process in the world, and Huawei Kirin 980 was also handed over to TSMC.

Last month, TSMC factory was invaded by ransomware, which caused the production line to stop production. TSMC also explained that some customers’ products were affected.

However, Huawei fellow Ai Wei said on September 5 that the TSMC virus incident did not affect Huawei Kirin 980 chip.

According to reports, compared with the 10nm process, the performance of the 7nm process is improved by 20%, the energy efficiency is improved by 40%, and the transistor density is increased by 1.6 times, achieving double improvement of performance and energy efficiency. At the same time of process upgrading and evolution, it is accompanied by the challenge of chip design upgrading, and the design difficulty of 7nm chip is greatly increased. From the point of view of chip technology, 7nm is equivalent to 70 atoms in diameter, which is close to the physical limit of silicon-based semiconductor technology. If Kirin 980 wants to dance on the needle tip, it still needs to overcome the complex semiconductor technology effect and the influence brought by the three-dimensional resistance and capacitance of the transistor itself, and its challenge is beyond imagination.

Ai Wei introduced that Huawei’s chip team started the basic research of 7nm new technology three years ahead of schedule, and integrated the advanced IP and system design capabilities accumulated by the industry and Huawei itself for a long time, effectively solving a series of engineering mass production problems of 7nm.

Based on CPU, GPU, NPU, ISP and DDR, a small Kirin 980 chip designed a heterogeneous architecture with system-wide integration and optimization, and integrated 6.9 billion transistors in less than 1 square centimeter.

Ai Wei said that Kirin 980 invested more than 300 million US dollars in R&D, but the specific amount is not convenient to disclose.

In terms of CPU, Kirin 980 is used by developers based on ARM Cortex-A76 for the first time in the world. Compared with the previous generation, single-core performance is improved by 75% and energy efficiency is improved by 58%. In order to meet the users’ demand for faster and more lasting mobile phone experience, Kirin 980 has designed the Kirin CPU subsystem on the basis of the previous generation multi-core architecture. Besides adapting and optimizing the CPU core for the terminal business, it has also designed the CPU scheduling algorithm, bus design and other details in depth, so as to ensure that the Kirin CPU subsystem can give full play to its performance and energy efficiency advantages from the overall design of SoC.

In terms of GPU, Kirin 980 is the first commercial Mali-G76 GPU in the industry, which improves performance by 46% and energy efficiency by 178% compared with the previous generation. Kirin 980 also innovatively introduces AI FM scheduling technology, which can learn the frame rate, fluency and touch screen input changes in real time, predict the task load of mobile phones, dynamically perceive the performance bottlenecks in the use of mobile phones, and conduct FM scheduling in time. Especially in the game scene, using AI FM scheduling technology to predict the load per frame of the game can improve the prediction accuracy by more than 30% compared with the traditional prediction method.

The fourth generation of self-developed ISP: pixel throughput increased by 46% compared with the previous generation.

As the core function of daily use of mobile phones, the improvement of camera ability has always been the focus of Kirin chip. In order to pursue a more beautiful and clearer imaging world, Kirin 980 adopts a brand-new upgraded fourth-generation self-developed ISP, which improves the pixel throughput by 46% compared with the previous generation and can adjust the image color and gray scale by region. Compared with Kirin 970, it supports more cameras and adapts to multiple cameras to bring a new photo experience. A new HDR color reproduction is introduced, which can adjust the image color in different regions and balance the color and details of photos.

For dark shooting scenes, Kirin 980 adopts a new Multi-pass multiple noise reduction technology to accurately reduce the noise in night photos, and the details are more complete, and the night shooting effect is more transparent and clear. The tracking accuracy is greatly improved in moving scenes. When shooting people in motion, the detection rate of face recognition is improved to 97.4%, and every wonderful moment is clearly captured.

The optimization of taking photos has shifted from static photos to mobile video. Kirin 980 adopts the Pipeline "processing pipeline" technology dedicated for video to improve video clarity, and the video shooting delay is reduced by 33%. In the future, users can easily shoot clear video blockbusters without heavy professional camera equipment.

Artificial Intelligence: Identify 4,500 photos per minute.

Kirin 970 set up a special NPU (Neural Network Processor) and put forward the concept of end-side artificial intelligence for the first time. The NPU of Kirin 980 has become dual-core, which has stronger computing power. In AI scenes such as face recognition, object recognition, object detection, image segmentation, intelligent translation, etc., it adopts a higher precision deep network and has better real-time performance.

According to Huawei, Kirin 980 recognizes 4,500 images per minute, and the recognition speed is 120% higher than that of the previous generation, much higher than the same period of the industry; When people are running fast, Kirin 980 can draw the joints and lines of human body in real time; Powerful object detection ability can accurately identify a variety of objects, and can achieve real-time object tracking for photo preview. Compared with the first artificial smart phone chip Kirin 970, Kirin 980 has achieved a leap from image recognition to object detection.

In addition, Huawei also announced that Kirin 980 supports 5G. Kirin 980 combines with Balong 5000, a 5G chip, to provide a 5G mobile phone solution.

The cumulative shipment of Huawei P20 exceeded 10 million units.

"We hope that the total sales volume of this machine will exceed 20 million units. This is the task given to me by Mr. Yu (CEO of Huawei Consumer Business Yu Chengdong)."

He Gang said that the previous P20 series of gradient colors (aurora color, cherry pink gold) won enthusiastic response from the market once it was launched, and was popular among female users.

On the 5th, Huawei launched a new P20 color model, adding two new colors, namely Aurora Butterfly and Fritillaria, and two P20 Pro leather back covers.

He Gang said that M-series and P-series have made a good distinction between user groups, so they are not worried about the competition between P20 new products and the upcoming Mate 20.

This time, an 8GB version has been added for Huawei P20 Pro, in which the leather limited edition reaches 8GB+256GB, which fully meets the demand of high-end mobile phone users for large storage space and higher performance.

In addition to the new color matching of P20 series, Huawei EMUI 9.0 developed and customized based on Android 9.0 also appeared at the press conference. EMUI 9.0 simplifies 10% of the settings, and optimizes the details in many aspects, such as one-handed operation and gesture navigation, so that the overall sense of operation becomes simple.

Due to the adoption of GPU Turbo2.0 (software processing technology), the user’s game experience can be improved well, and the loading speed and response time become faster. The AI engine has also been updated in EMUI 9.0. At present, HiVision has been able to identify most places of interest and over 10 million famous paintings and artworks around the world. The launch of functions such as email translation and smart schedule also meets the needs of business people.

Defense Frontier | Aiming at the high-end war in the Asia-Pacific region, the United States accelerates the development of anti-superb weapons

[Editor’s note]

The US military believes that Russia and other big countries have begun to deploy hypersonic missiles, which poses a great challenge to the US military’s existing missile defense system. In order to continue to maintain its dominant position, on the one hand, the US military actively develops hypersonic weapons to achieve reciprocal deterrence; On the other hand, we should speed up the research and development of anti-hypersonic weapons and strengthen the ability of active missile defense systems to intercept hypersonic weapons in order to cope with possible high-end wars in the Asia-Pacific region.

Since Trump took office, he has shifted his national strategy from anti-terrorism to competition among big countries. In the "Missile Defense Assessment" report released in January 2019, the US Department of Defense listed hypersonic threats as the focus of missile defense. Hypersonic defense is gradually attached great importance to by the US military. Both the US Missile Defense Agency and the Defense Advanced Research Projects Agency (DARPA) actively promote the demonstration and verification of hypersonic defense technology and project research and development.

A series of recent trends show that the US military will first develop the sea-based anti-hypersonic capability, and plan to equip it on the Aegis ship and launch it by the existing MK41, which is mainly used for the so-called hypersonic regional defense in the Indo-Pacific region. Based on the project of "Hypersonic Defense Zone Gliding Section Weapon System", the sea-based anti-hypersonic missile is planned to adopt the "Standard" -6 1B missile, and the interception test of hypersonic gliding section will be carried out in FY 2023.

The US Navy’s "arleigh burke" class destroyer launched the "Standard" -6 missile, which can intercept hypersonic weapons in the future.

Multi-dimensional promotion of anti-super ability development

The missile defense agency is mainly responsible for the high-level defense of the United States, which is mainly responsible for the top-level planning and design of the hypersonic defense system, the research and development of weapon systems, the research and development of key technologies, and the construction of systems engineering. The Joint Chiefs of Staff of the United States and the United States Air Force participated in the demand demonstration stage; DARPA also conducts research and development of advanced defense component technology. In the summer of 2019, the US Department of Defense formulated a road map for hypersonic defense architecture, but the contents of the road map were not made public. Mike White, deputy director of the US Department of Defense’s Hypersonic Project, said in an interview that the US hypersonic defense adopts a comprehensive and layered defense strategy, which will comprehensively use pre-launch strikes and active and passive defense means such as kinetic energy and non-kinetic energy to defend against competitors’ hypersonic weapons in the active phase, re-entry gliding phase and final phase.

The construction of American hypersonic defense system will be mainly based on the existing ballistic missile defense system, and finally form an integrated defense capability against hypersonic threats and ballistic missile threats through improvement and new research. At present, the Missile Defense Bureau is promoting the development of hypersonic defense capability from multiple dimensions such as architecture, early warning and detection, command and control, and interceptor.

In addition to improving the existing system, the US military has developed four hypersonic defense projects: Hypersonic and Trajectory Tracking Sensor System (HBTSS), Hypersonic Defense Weapon System (HDWS), Hypersonic Defense Zone Glide Weapon System (RPGWS) and Glide Breaker.

Early warning detection is the basis of hypersonic defense. In order to reduce the cost, the United States is seeking to install sensors for detecting hypersonic on low-orbit commercial satellites.

(1) Hypersonic and ballistic tracking sensor systems

Early warning detection is the basis of hypersonic defense. The system of Hypersonic and Ballistic Tracking Space Sensor, formerly known as Missile Defense Tracking System (MDTS) and Space Sensor Layer (SSL), consists of about 200 50-500 kg sensor loads deployed on low-orbit commercial satellites, aiming at eliminating gaps in sensor networks and continuously tracking complex ballistic missiles and hypersonic weapons from launch to interception. Missile Defense Agency is responsible for sensor load research and development, Space Development Agency is responsible for architecture design, Defense Advanced Research Projects Agency is responsible for load platform design and constellation management, and Air Force Space and Missile System Center is responsible for mission requirements design. In October 2019, the Missile Defense Agency awarded Northrop Grumman, Leidos, L3 and Raytheon the second phase of the project, which was used to complete the design of the load prototype, signal chain processing and software algorithm research. According to the National Defense Authorization Act of FY 2020, the "Hypersonic and Ballistic Tracking Space Sensor" system should be tested in orbit on December 31, 2021, and reach its initial operation capability after 2023.

Hypersonic and trajectory tracking space sensor system belongs to the "tracking layer" of the next generation space architecture (consisting of seven constellations) proposed by the Space Development Agency (SDA). In order to avoid redundant construction and make better use of commercial space technology to accelerate the formation of capabilities, in the budget for fiscal year 2021, the US Congress has transferred the system dominance from the Missile Defense Agency to the Space Development Agency.

(2) Hypersonic defense weapon system

In September 2018, the Missile Defense Agency announced the "Hypersonic Defense Weapon System" project, awarded 21 program research and development contracts to 8 units, and began research and development in the concept definition stage; In September 2019, five schemes were selected from 21 schemes and awarded contracts to carry out R&D in the concept improvement stage.

The five research programs awarded mainly include:

Lockheed Martin’s "Javelin-Hypersonic Defense Weapon System" (DART) scheme, based on the improvement of "Sade" interceptor, is mainly used for long-range interception, intercepting in the middle of hypersonic warhead gliding, and forming a layered interception capability with "Valkyrie-Hypersonic Defense Terminal Interceptor";

Lockheed Martin’s "Javelin-Hypersonic Defense Weapon System" scheme, based on the improvement of Patriot -3 MSE missile, is mainly used for short-range interception, intercepting the hypersonic warhead in the later and last stages of gliding, and forming a layered interception capability with "Valkyria-Hypersonic Defense Terminal Interceptor";

Boeing’s "Hypervelocity Interceptor for Hypersonic Weapons" (HYVINT) scheme;

Raytheon’s SM -3 Hawk scheme is based on the improvement of the SM -3 missile.

Raytheon’s "non-dynamic hypersonic defense concept" scheme is a non-dynamic scheme based on high-power microwave weapons.

Russia has equipped a variety of hypersonic missiles in recent years, ahead of the United States. The picture shows the dagger hypersonic missile.

(3) Weapon system of gliding section in hypersonic defense area

On December 5, 2019, the US Missile Defense Agency issued a request for information on the prototype design of the "hypersonic regional defense gliding section weapon system", seeking to quickly design, develop and demonstrate the prototype of the hypersonic regional defense weapon system. On December 18th, the Missile Defense Agency held the Industrial Day of this project to discuss the technical approach of hypersonic defense and further disclose the details of the project requirements to the industrial sector.

"Hypersonic defense zone gliding phase weapon system" emphasizes "gliding phase" and "zone defense", indicating that the defense object of this system is not a hypersonic gliding warhead carried on an intercontinental ballistic missile like Russian Pioneer, but a hypersonic gliding warhead carried by a medium-range ballistic missile.

(4) Gliding saboteurs

DARPA presented the concept map of "Gliding Destroyer" for the first time at the 60th anniversary seminar held from September 5 to 7, 2018. On November 6, 2018, DARPA released a wide-ranging institutional announcement of the "Gliding Destroyer" project, aiming at developing and demonstrating the technology of hypersonic defense weapon components. In February, 2020, DARPA awarded Aerojet-Rockdyne a "gliding destroyer" propulsion technology research and development contract worth 19.6 million.

This month, the United States conducted a hypersonic missile launch test

The US Navy tested anti-superb capability in 2023.

On February 10th, 2020, at the budget conference of FY 2021 held by the US Department of Defense, a reporter asked Jon Hill, director of the US Missile Defense Agency, about the progress of the project "Hypersonic Defense Weapon System", focusing on the research and development progress of five programs such as "Javelin-Hypersonic Defense Weapon System" and "Valkyria-Hypersonic Defense Terminal Interceptor". Jon Hill said, At present, there are only two hypersonic defense projects of the US Missile Defense Agency, namely "Hypersonic Defense Area Gliding Phase Weapon System" and "Hypersonic and Ballistic Tracking Sensor System". The projects mentioned by the reporter are only the preliminary verification projects of the project. Whether it is true or not is intriguing.

On March 4th, 2020, Jon Hill, director of the Missile Defense Bureau, said at the annual national defense planning conference in mcaleese that the "hypersonic defense zone gliding phase weapon system" will be first equipped on the "arleigh burke" class destroyer, launched by the MK41 vertical launch system, and then equipped in the air or other platforms. On March 11, 2020, US Deputy Secretary of Defense Michael Griffin revealed for the first time in his testimony in the House of Representatives that the US Navy and the Missile Defense Agency plan to test the ability of the Standard -6 missile to intercept hypersonic targets in fiscal year 2023; On March 13th, Jon Hill, director of the Missile Defense Agency, confirmed this statement again in his testimony in the House of Representatives.

The range of the standard "-6 1B missile has been greatly increased by replacing it with a booster with a larger diameter, reaching 560~800 kilometers.

The "Standard" -6 missile is a new generation of multi-functional missile developed by Raytheon Company. It was developed in September 2004, the initial design review was completed in June 2005, the first test was successful in June 2008, and mass production began in 2013. The "Standard" -6 missile adopts the "Standard" -2 Block 4 missile body, MK104 dual-thrust solid rocket engine and MK41 booster, and the seeker adopts the active radar seeker of AIM-120 advanced medium-range air-to-air missile, with a range of 370 kilometers and a shooting height of 34 kilometers. Compared with the "Standard" -2 missile, the "Standard" -6 missile focuses on strengthening the interception capability of low-altitude and ultra-low-altitude cruise missiles, and has anti-ship and limited terminal anti-missile capabilities.

The US Navy first joined the "Standard" -6 1B missile project in the budget of fiscal year 2020, which belongs to the 2063 sub-project of "Standard Missile Improvement" (project number 0604366N), with the expenditure of $116.7 million in fiscal year 2020, and it is planned to invest about $380 million in the next five years. Compared with the Standard -6 1A missile, the Standard -6 1B missile continues to use the original seeker and warhead, but the original 343mm MK104 engine is upgraded to the 533mm engine used in the Standard -3 2A missile. It is expected that the range will be increased to 560-800km and the flying speed will reach the hypersonic level.

The "Standard" -6 1B missile is planned to undergo CDR in FY 2020, LRIP in FY 2021, and reach initial operational capability (IOC) in FY 2023. In the fiscal year 2021 budget, the U.S. Navy substantially increased the R&D funds for the "Standard" -6 1B missile, which was 232 million U.S. dollars in fiscal year 2021 and increased to about 570 million U.S. dollars in the next five years, which proves that the U.S. military plans to develop the anti-superb capability of the "Standard" -6 1B missile.

Fiscal year 2023 is the key node of the US military’s sea-based anti-superb capability.

The Standard -6 1B missile uses the 21-inch engine of the Standard -3 2A missile, and its range and firing height are significantly improved. First, with the help of the Naval Integrated Fire Control-Air Defense (NIFC-CA), it will significantly enhance the over-the-horizon anti-ship capability of the Aegis ship and improve the safety depth of the fleet. Second, it will improve the anti-missile capability of the terminal part of the Aegis ship and make up for the defense gap between the Standard -3 missile and the Standard -6 1A missile; The third is to give the Aegis ship anti-hypersonic capability. The "Standard" -3 missile has a high shooting height and the "Standard" -6 1A missile has a limited shooting height and range, so it is basically difficult to intercept hypersonic missiles.

After the deployment of the Standard -6 1B missile, the Aegis system, together with Standard -3, Standard -6 1A, Standard -2, improved Sea Sparrow, Ram and Tomahawk, will form a multi-layer and integrated air defense, anti-missile, anti-superb and anti-ship capability.

tag

The U.S. military has formulated an ambitious road map of hypersonic defense architecture, but the focus of the U.S. military’s hypersonic defense is the booster gliding warhead mounted on the medium-range ballistic missile, which will be deployed on the Aegis ship in the Asia-Pacific region first.

The fiscal year 2023 is the key node of the US Army’s sea-based anti-hypersonic capability. At that time, the "Hypersonic and Ballistic Tracking Sensor System" will reach the initial operational capability, which can continuously track hypersonic weapons, and the "Standard" -6 1B missile will reach the initial operational capability, or can conduct anti-hypersonic tests. The "Standard" -6 missile will be the first missile with air defense/anti-superb, anti-missile and anti-ship capabilities.

Classic question and answer

A: Hello. The Intellectual Property Law Course compiled by the World Intellectual Property Organization (WIPO) WIPO)1988 defines patent documents as: "Patent documents are the general name of published or unpublished documents (or their abstracts) containing the relevant information of research, design, development and test results of discoveries, inventions, utility models and industrial designs, as well as the relevant information of protecting the rights of inventors, patent owners and holders of industrial designs and utility model registration certificates."
     The above concepts include:
    (1) Patent documents refer to inventions that have been applied for or approved as patents, that is, "research, design, development and test results that have been applied for or confirmed as discoveries, inventions, utility models and industrial designs", and inventions that have applied for patents must be examined and approved by the Patent Office.
    (2) Patent documents refer to the information about the application or approval of patented inventions. It contains not only technical information about "research, design, development and test results of discoveries, inventions, utility models and industrial designs", but also legal information about "protecting the rights of inventors, patent owners and holders of industrial designs and utility model registration certificates", which are documents produced in the process of patent examination and approval.
    (3) Some materials contained in patent documents are published publicly, while others are only for archiving or reproduction. Therefore, patent documents are the general name of the above-mentioned materials and their publications.
The course further points out: "Patent literature mainly refers to the official publications of patent offices in various countries according to the general understanding." That is, patent documents mainly refer to the general name of official documents and publications produced by countries and international patent organizations that implement the patent system in the process of patent examination and approval.
WIPO standard ST.10 states that the term "patent document" includes invention patent, plant patent, design patent, inventor’s certificate, utility certificate, utility model, supplementary patent, supplementary inventor’s certificate, supplementary utility certificate and their published applications. That is to say, according to general understanding, patent documents as public publications mainly include: various types of inventions, utility models, designs and plant patent specifications, various types of inventions, utility models, designs and plant patent bulletins, abstracts, indexes and related classified materials.

After buy buy bought it, do you know all the relevant knowledge about issuing electronic invoices?

Qinghai taxation

Get tax-related information anytime, anywhere

This year’s Double Eleven, is everyone "hands-on"? After buying in buy buy, did you ask the merchant for the invoice in time?

Electronic invoice has been widely used in e-commerce market because of its advantages of convenient issuance, easy storage, convenient inspection and environmental protection. Then, do you know all the relevant knowledge about issuing electronic invoices? Let’s take a look!

Question 1: Can all online shopping require merchants to issue invoices?

A: Article 19 of the Measures for the Administration of Invoices in People’s Republic of China (PRC) stipulates that units and individuals that sell goods, provide services and engage in other business activities shall collect money from foreign businesses, and the payee shall issue invoices to the payer;

Under special circumstances, the payer will issue an invoice to the payee. Therefore, consumers can ask merchants to issue invoices when shopping online.

Question 2: Do I have to provide the taxpayer identification number when applying for invoicing?

A: Article 1 of the Announcement of State Taxation Administration of The People’s Republic of China on Issues Concerning the Issuance of VAT Invoices (State Taxation Administration of The People’s Republic of China Announcement No.16, 2017) stipulates that if the buyer is an enterprise, the taxpayer identification number or unified social credit code shall be provided to the seller when requesting an ordinary VAT invoice. The enterprises mentioned in this announcement include companies, unincorporated enterprises as legal persons, enterprise branches, sole proprietorship enterprises, partnerships and other enterprises. It can be seen that Announcement No.16 is applicable to enterprises, not to individuals and non-enterprise units in government agencies and institutions.

Therefore, enterprises should provide taxpayer identification number or unified social credit code when applying for invoicing, individuals do not need to provide ID number and other certificate numbers, and non-enterprise units in government agencies and institutions may not provide taxpayer identification number or unified social credit code.

Question 3: The received electronic invoice is a PDF file opened by SMS, is it ok?

A: The Standard Specification for the Construction of Self-built and Third-party Electronic Invoice Service Platforms in State Taxation Administration of The People’s Republic of China (No.84 [2019] of the Ministry of Taxation) clearly requires the delivery of electronic invoices: "The electronic invoice service platform needs to support the delivery function of electronic invoice format documents. The drawer and the drawee can download the electronic invoice format file by themselves through the electronic invoice service platform, or the platform will deliver the electronic invoice format file or related information to the drawee by email, SMS, etc. "and" The electronic invoice format file should comply with the management requirements of the State Administration of Taxation, and the format supports PDF format, OFD format, tax custom format, etc. ".

Therefore, merchants deliver electronic invoices in PDF format by email, SMS, etc., which meets the requirements of relevant documents.

Question 4: What should I do if I receive an electronic invoice and want a paper invoice?

A: Article 3 of the Announcement of State Taxation Administration of The People’s Republic of China on Issues Concerning the Implementation of VAT Electronic Invoice System (State Taxation Administration of The People’s Republic of China Announcement No.84, 2015) stipulates that if the drawer and the payee of VAT electronic invoice need paper invoices, they can print the format file of VAT electronic invoice by themselves, and its legal effect, basic use and basic use provisions are the same as those of VAT electronic invoice supervised by tax authorities.

Therefore, if you need a paper invoice, you can print the format file (color or black and white) of the VAT electronic ordinary invoice yourself. The electronic invoice has a tax control signature and an enterprise electronic signature, and there is no need to affix a special invoice seal after printing. Electronic invoices can be printed and used as vouchers such as invoice copy and bookkeeping copy respectively.

Question 5: Should the courier fee be included in the invoice amount for goods that are not included in the package?

A: Article 6 of the Provisional Regulations on Value-added Tax in People’s Republic of China (PRC) stipulates: "Sales amount refers to the total price and extra-price expenses charged by taxpayers to the buyers for selling goods or taxable services".

Article 12 of the Detailed Rules for the Implementation of the Provisional Regulations of the People’s Republic of China on Value-added Tax stipulates: "The extra-price expenses mentioned in the first paragraph of Article 6 of the Regulations include fees, subsidies, funds, collection fees, return profits, incentive fees, liquidated damages, late fees, deferred payment interest, compensation, collection fees, prepayments, packaging fees, package rentals, reserve fees, quality fees, transportation and handling fees and others.

Therefore, merchants selling goods without postage should issue invoices for all the fees charged.

Question 6: The invoice is wrong. What should I do?

Answer: According to Article 27 of the Detailed Rules for the Implementation of the Measures for the Administration of Invoices in People’s Republic of China (PRC): "After the invoice is issued, if it is necessary to issue a red-ink invoice for the return of sales, the original invoice must be recovered and marked as" invalid "or a valid certificate from the other party must be obtained. After the invoice is issued, if there is a sales discount, you must reissue the sales invoice after recovering the original invoice and marking it as "invalid" or issue a red-ink invoice after obtaining the other party’s valid certificate. "

Therefore, if you find that the invoice is wrong, you should get in touch with the merchant in time, and then issue the correct electronic invoice after issuing the red-letter electronic invoice.

Question 7: How to check whether the invoice information is true?

Answer: You can log on to State Taxation Administration of The People’s Republic of China National VAT Invoice Inspection Platform (https://inv-veri.chinatax.gov.cn/), enter the invoice code and invoice number, select the date of invoicing, and enter the invoiced amount and verification code for inspection.

The consequences of Trump’s light start are unpredictable. The US government has attracted public anger and rebelled.

On July 24th, in Washington, D.C., Maurice Obst Feld (third from left), chief economist of the International Monetary Fund, gave a speech at the press conference of 2018 External Risk Report. The International Monetary Fund urges cooperation to solve global imbalances, and warns global economies that persistent external imbalances may aggravate trade tensions and lead to faster tightening of the financial environment, posing a threat to the global economy. Xinhua News Agency reporter Yang Chenglin photo

On August 8, according to the website of CNN, the United States announced a list of 25% tariffs on $16 billion of goods imported from China on Tuesday. This marks the latest escalation of the trade war between the two largest economies in the world. The 279 items in this list include motorcycles, odometers and antennas, and the effective date of the tariff increase is August 23rd.

The consequences of lightly starting the war are unpredictable.

Mamstrom, the EU Trade Commissioner, wrote on the Financial Times website that the threat of a global trade war was coming.

The world economy is facing severe challenges. As the only superpower and the largest economy in the world, the United States plays an important role in the world economy.

International organizations are deeply worried about the actions of the United States. The International Monetary Fund warned that the trade war between the United States and other countries in the world may reduce the global economic growth rate by 0.5% by 2020, and the global GDP will be lost by about 430 billion US dollars. The Organization for Economic Cooperation and Development also warned that if the tariff cost of China, the United States and Europe is increased by 10%, it will lower the global GDP by 1.4%.

Internationally renowned professional institutions and economic and trade experts are pessimistic about the trend of the world economy. Fitch Ratings International estimates that a trade war involving tariffs on goods worth $2 trillion may reduce the global economic growth rate from 3.2% to 2.8% in 2019. Greg Dako, an economist at Oxford Economic Consulting, estimates that if the United States imposes a 10% tariff on another $400 billion of imports from China and China imposes a 25% tariff on all American imports, the global economic growth rate will be reduced by 0.5 percentage points.

The international media are generally worried about the terrible consequences of the trade war. Sputnik published a commentator’s article, severely condemning the unilateral protectionism of the United States and warning that the trade conflict between the United States and China may trigger a global economic downturn. The British "Guardian" stressed that the trade war provoked by the US government will lead to bad consequences and affect other countries. The website of CBS believes that once the trade war worsens, the situation will be difficult to clean up. According to an article on the website of the Independent, Trump announced that protectionism would bring great prosperity after he took office as the president of the United States, which made economists panic again. The cycle of revenge, economic pain, public anger and dishonesty in the 1930s seemed to emerge from the darkness again, just like the ghost of trade war in the past.

Worst of all, confidence in the global market, which is more valuable than gold, has been severely hit. Not long ago, at the meeting of the European Central Bank held in Sintra, Portugal, the most authoritative decision-makers in the world believed that the trade war brewing between the world’s largest economies was depressing corporate confidence and might force central banks to lower their outlook. The British newspaper The Guardian quoted the research results of Oxford Economic Research Institute as saying that the increase in uncertainty and risk brought by the United States’ tariff increase will affect business confidence and investment, especially cross-border investment. The US approach will affect the economic growth of China, the United States and other regions.

In a recent survey conducted in Reuters, nearly 3/4 of 150 analysts believe that trade protectionism will have a serious negative impact on global economic growth next year. They come to this conclusion on the basis that trade barriers have been raised and confidence has deteriorated.

Break the rules and disturb the world.

Paul krugman, the Nobel laureate in economics, published an article in The New York Times, USA, which was very straightforward: the scale and motivation behind the Trump administration’s tariff increase — — Obviously deceptive national security reasons — — It’s the latest trick This move is equivalent to rejecting the rules of the game we created.

The EU even bluntly criticized the United States for its "disregard of international law".

Francis Fukuyama, a political scientist at Stanford University in the United States, recently published an article "The Shaken Postwar International Order" in Japanese Daily News. The article said that the protectionist tariff policy of the Trump administration in the United States showed a trend of starting a trade war with major countries. Based on the rule of law, free trade, democracy and other rules, the "liberal international order" established after World War II is shaking. The article said that in the past 50 years, the United States has formulated and supported the international order based on the principle of liberalism. Today, the biggest threat to this order is President Trump. Trump is waving a protectionist stick and undermining the international order.

Lamy, former Director-General of WTO, pointed out in an exclusive interview with Japan’s Daily News that "the trade war in the United States is an anachronism". Lamy said that there were also trade frictions when he was the Commissioner in charge of trade affairs of the European Commission more than ten years ago. But there is no precedent for this "trade war" provoked by the Trump administration. It is against WTO rules to restrict imports on the grounds that national security is threatened.

The website of the Australia East Asia Forum recently published an article by Peter Robertson, Dean of the Business School of the University of Western Australia and Professor of Economics, entitled "Rewriting the rules may cause world trade to fall apart". According to the article, the purpose of the WTO is to provide a stable external environment for the survival and development of enterprises, alleviate the impact of hostile lobbying groups and political populism, and at the same time limit the practice of countries using trade policies as diplomatic weapons. However, with the political mood turning to nationalism, the WTO and the liberal economic order are facing increasing challenges. Now, the Trump administration is using economic policy as a means to deal with international relations in a way that runs counter to the WTO.

Faiz, former ambassador of Bangladesh to China and chairman of Bangladesh Institute of International Strategic Studies, said that the United States has now become a destroyer of global free trade and fair trade, and the protectionist policies adopted by the United States are undermining the global trade order.

The international media is filled with dissatisfaction with the United States.

Japan’s Sankei Shimbun pointed out that the U.S. government’s series of trade protection measures were strongly opposed by its allies. The tough protectionist trade policy of the United States is an important reason for disrupting the world trade order.

The Russian newspaper Kommersant commented that the Trump administration’s announcement that it would impose additional tariffs on China’s goods was a reneging and irresponsible performance. The move of the United States has opened the valve of trade protectionism, which is not conducive to the development of global trade liberalization.

The Cuban Debate website reported that the United States threw out a list of tariffs on China’s goods, which was a new unilateral action that threatened global trade.

Go one’s own way and miscalculate

Peter Robertson published an article saying that the Trump administration’s "rewriting the rules" openly opened the door for nationalism and protectionism, and believed that this was an acceptable way to handle international relations, which damaged the credibility of the United States.

Robert Kagan, a famous American commentator on current affairs, said sharply not long ago that the United States was a "super rogue power" and tried to bend the world to his will by his own strength.

At the just-concluded G20 meeting, French Finance Minister Bruno lemerre strongly criticized the trade conflict between the US and Europe, saying that the Trump administration’s unilateral tariff policy was based on the "law of the jungle".

As the French "Echo" website article said, US President Trump bargained on the international stage. Previously, he was increasing his financial wealth; Now, he is consolidating his political capital. The method is to force other countries to make concessions.

Lamy holds the same view. He pointed out that Trump believes that shaking the whole system can change the status quo. "To get satisfactory results, two people (two countries) must sit at the negotiating table." His calculation is to threaten each other with protectionism, and those who come to Washington to demand that the United States take back its mandate are bound to shed some blood.

Lamy said that this is a cruel political means that can only be seen in the Middle Ages, and it is not easy to succeed. People can’t negotiate with a gun to their heads.

Peter Robertson said that in Trump’s so-called plan to restore the American economy and the global leadership of the United States, his overbearing approach was a miscalculation.

John McCain, a famous American politician, is more pessimistic about the future of the United States under Trump. The article entitled "John McCain warns of the end of the era of" the United States dominates the world order "published on the website of the US Stars and Stripes not long ago said that McCain was worried that during Trump’s presidency, the United States was going further and further on the wrong road, which means that the leading position of the United States on the world stage may end.

Attract public anger and rise up against it

With regard to the harm that the United States will do to other countries if it vigorously pursues protectionist policies, Upatyayi, an economics professor at the Indian Institute of Technology, pointed out that the affected countries should not sit idly by, but stand firm and take corresponding measures.

On July 31st, representatives of automobile exporting countries from the European Union, Canada, Spain, South Korea and Japan held a meeting in Geneva. Many participants said that they are considering a series of measures to counter the United States, including calling for the dispute settlement mechanism of the World Trade Organization and imposing retaliatory tariffs on American goods. This shows that, just in case, the "anti-American alliance" formed by these automobile manufacturing countries will continue to fight for the trade friction that the United States may provoke.

French President Macron warned that "economic nationalism" would punish everyone, including the United States. "This is the most wrong way — — Respond to the existing international trade imbalance through destruction and economic nationalism. Economic nationalism means war, which those people did in the 1930s (during the Great Depression of 1929-1933). " He said.

Countries have begun to take action.

Since the United States has violated WTO rules by imposing tariffs on steel and aluminum, WTO members, including Russia, the European Union, India, Canada, Mexico and Norway, have resorted to the WTO accordingly. According to the rules of the WTO dispute settlement mechanism, the two parties to the dispute will hold consultations in the next step. If the consultations fail, they can submit to the WTO to set up an expert group to hear the case. However, the disadvantage is that it takes a long time, usually about two years.

Counter-measures of various countries have also been released.

According to a report by RIA Novosti on August 5, Russia announced that the import tax rate will be raised to 25% to 40% for several kinds of freight vehicles, road construction equipment, oil and gas equipment, optical cables, metal processing and rock drilling tools produced in the United States. This is in response to the steel and aluminum tariffs previously imposed by the United States.

According to the website of India Express reported on August 4, India’s previously postponed measures to impose higher tariffs on some American imports will take effect on September 18. Angry at Washington’s refusal to grant India a new tariff exemption, New Delhi decided in June to raise import duties on some American products such as almonds, walnuts and apples from August 4, but later postponed this move. According to the report, as the world’s largest importer of American almonds, India decided in June to raise the import tax on this commodity by 20%, and together with the European Union and China, it retaliated against the US move to raise tariffs on steel and aluminum. India also plans to impose a 120% tariff on imports of American walnuts, which is by far the most severe action taken against the United States.

According to Reuters, the list published by the Canadian government lists more than 250 kinds of goods, and the tax began on July 1, totaling 16.6 billion Canadian dollars (about 12.6 billion US dollars). Canadian Foreign Minister Christia freeland stressed that this was Canada’s "most violent trade action since World War II" and that "we will not escalate (trade war), but we will not back down".

Americans can’t sit still. Recently, Eric Gasetti, Mayor of Los Angeles, USA, took a delegation to visit Asia urgently. Eric Gasetti solemnly declared that LA will continue to open its doors to China. He even directly called on leaders from all over the United States to take measures to vigorously promote foreign cooperation. "Doing business is generally planned according to the length of 10 years, but Washington seems to only plan things within 10 hours or even 10 minutes. In the Trump administration ‘ Serious ’ In the case of damaging the reputation of the United States, leaders from all over the United States should strengthen cooperation with investment partners. We hope to see a blue ocean ahead, and our ship is stronger than before, although the waves are bigger. I believe that we can work together with our partners to cross these waves, even if there is some seasickness. "

Since the beginning of this year, faced with the challenge of the international economic and trade environment and the uncertainty of logistics timeliness, China-Europe trains have been running steadily, which has consolidated the foundation of interconnection between Asia and Europe and provided strong support for China-Europe and global economic and trade exchanges.

In Yiwu, Zhejiang Province, this year, cross-border e-commerce has a new choice for transportation channels. More than 70% of the orders of many freight companies have been shipped from the sea to the Central European trains. In response to the increase in demand, China State Railway Group Co.,Ltd. has continuously expanded the transportation capacity of the China-Europe train corridor since this year. 3. Health education has increased, and it is no longer fooled by health care "brick home"

Establish a core information release system for health knowledge and skills, and improve the monitoring system for health literacy and lifestyle covering the whole country. Incorporate health education into the national education system and take health education as an important part of quality education at all stages of education. In 2030, the health literacy level of residents will be raised to 30%.

Liu Yuanli, Dean of School of Public Health, Peking Union Medical College, China Academy of Medical Sciences:

At present, there is a gap between the average life expectancy and healthy life expectancy in China, and chronic diseases show a "blowout" trend. One in ten adults in China suffers from diabetes, one in four suffers from hypertension, and many people live with diseases and their quality of life is not high. If we only equate the pursuit of health with medical treatment and do not strengthen prevention, it will be difficult to cope with the severe health situation. Starting with healthy living, the planning outline helps people master scientific health knowledge and skills and develop good living habits, which is the most direct and proactive response to the disease challenge.

        4. Increase in medical staff

By 2030, the health service capacity will be greatly improved, and a high-quality and efficient integrated medical and health service system will be fully established. The number of practicing (assistant) doctors per thousand permanent residents reached 3.0 and the number of registered nurses reached 4.7.

        5. Improve the order of medical treatment

We will improve the medical and health service system, so that everyone in the province can enjoy homogeneous diagnosis and treatment of critical and difficult diseases and specialized medical services.

Establish a mature and perfect grading diagnosis and treatment system in an all-round way, and form a reasonable medical order of primary diagnosis, two-way referral, up-and-down linkage and rapid and slow division.

Li Bin, Director of the National Health Planning Commission:

China has established a medical security network covering 96.5% of the country through medical insurance for employees, new rural cooperative medical insurance and medical insurance for urban residents. On this basis, the medical security system has been gradually improved through serious illness insurance, commercial insurance and charity assistance, which has changed the situation of "minor illness, serious illness, etc." in the past. Although the coverage rate of medical insurance is over 95%, the overall level of medical insurance in China is still not high, and medical insurance should become an economical medical insurance.

        6. Medical insurance is mature and stereotyped

By 2030, the universal health insurance system will be mature and stereotyped.

With the further development of modern commercial health insurance service industry, the proportion of commercial health insurance payment expenditure to total health expenditure has increased significantly.

Meng Qingyue, Dean of Peking University College of Public Health:

Without a sound medical and health service system, the role of medical and health investment and medical security system will be difficult to play, and it will be difficult for the people to benefit from health and healthy development. To improve the capacity of medical and health service system, we need to put people first, improve functions, strengthen cooperation and linkage, and promote the integration of medical and health service system.

        7. The sky is bluer and the water is clearer

The ratio of days with good air quality in cities at prefecture level and above will exceed 80% in 2020 and will continue to improve by 2030.

The proportion of surface water quality reaching or better than Class III water bodies will exceed 70% in 2020 and will continue to improve by 2030.

By 2030, the food safety risk monitoring and food-borne disease reporting network will achieve full coverage.

        8. Sewage discharge should be certified and agricultural production should be clean.

We will fully implement the management of industrial pollution source discharge permit, promote enterprises to carry out self-monitoring and information disclosure, establish a discharge ledger, and realize the discharge of pollutants with certificates.

Accelerate the elimination of processes, equipment and products with high pollution and high environmental risks.

Carry out special pollution control in industrial clusters.

Focus on steel, cement, petrochemical and other industries, and promote the transformation of industrial emission standards.

We will fully implement standardized and clean agricultural production, carry out in-depth risk assessment of agricultural products quality and safety, promote comprehensive management of agricultural and veterinary drug residues and heavy metal pollution, and implement action to control veterinary drugs and antibiotics.

Strengthen the guidance and supervision of food origin and improve the market access system for agricultural products.

Rao Keqin, Vice President and Secretary General of Chinese Medical Association:

At present, China is facing many contradictions and problems such as economic transformation and "multiple disease burdens", aging population and structural changes, ecological destruction and environmental pollution, and environmental sanitation needs to be improved, which requires us to change the mode of economic development and implement the strategic choice of interaction between green development and healthy environment. It is necessary to organically unify the construction of beautiful China and healthy China, mobilize the whole society to jointly create a healthy environment, and take human health as the center from urban planning, construction to management, so as to ensure the healthy life and work of residents and organically combine healthy people, healthy environment and healthy society. Health and Health Commission: Internet medical services are expected to be included in medical insurance.

one

On September 27th, west china hospital, doctors from Huaxi Hospital, Ganzi People’s Hospital and shiqu county People’s Hospital consulted patients with echinococcosis through telemedicine platform. Beijing News reporter Xu Wenshe

A few days ago, the National Health and Wellness Committee issued three important documents in the field of Internet medical care, namely, Administrative Measures for Internet Diagnosis and Treatment (Trial), Administrative Measures for Internet Hospitals (Trial) and Management Standards for Telemedicine Services (Trial).

The document clarifies the scope of Internet medical care for the first time. According to users and service methods, Internet medical services involving diagnosis and treatment are divided into three categories: telemedicine, Internet diagnosis and treatment, and Internet hospitals, and classified management is implemented, and the policy "red line" is clearly drawn.

Lu Qingjun, director of the National Center for Telemedicine and Internet Medicine and the Telemedicine Center of China-Japan Hospital, participated in the formulation of the above-mentioned documents. According to it, the National Medical Insurance Bureau is formulating the price guiding principles for Internet medical care, and Internet medical services such as telemedicine are expected to be included in medical insurance.

  case

Internet medical care on the plateau

At an altitude of 4,178 meters in shiqu county, Ganzi Tibetan Autonomous Prefecture, Sichuan Province, the liver of Tibetan Tashi (pseudonym) is being eaten by echinococcosis. Three years ago, the 31-year-old man refused the doctor’s advice on surgery, but his increasingly unbearable abdominal pain made him go to shiqu county People’s Hospital again.

On September 27th, Tashi’s medical records were displayed in front of Wang Wentao, an echinococcosis expert and deputy director of liver surgery in west china hospital, through the telemedicine system. This was a multi-party consultation. More than 10 doctors from shiqu county People’s Hospital, Ganzi People’s Hospital and Huaxi Hospital discussed Tashi’s illness remotely through the screen. His electronic medical record and abdominal MRI were displayed simultaneously on the screen.

"This is a very clear patient with advanced alveolar echinococcosis. The important structures in the liver and neighboring organs have been violated. It can be seen that the bile duct and portal vein of the first hepatic portal have all been eaten. It is recommended to arrange surgery as soon as possible." During the consultation, Wang Wentao gave treatment suggestions.

Echinococcosis, a chronic parasitic disease zoonotic, is plaguing 66 million farmers and herdsmen in western China. There are two kinds of echinococcosis: cystic echinococcosis and alveolar echinococcosis. Among them, alveolar echinococcosis has a long incubation period, and the patient has no treatment, and the 10-year mortality rate is 94%, which is also called "insect cancer".

Shiqu county, where Tashi is located, is the hardest hit area of hydatid disease. However, the local medical level is limited. If you go to Huaxi Hospital 1000 kilometers away, you have to go to Kangding for two days, and then transfer to Chengdu. Many late patients give up treatment. Nowadays, with the help of telemedicine, patients can get diagnosis and even treatment from experts in big hospitals without leaving the local area.

On September 28th, Devaji, a 28-year-old Tibetan girl, met Wang Wentao again at Ganzi People’s Hospital. Seven months ago, Wang Wentao gave Dwaji, who had advanced hepatic echinococcosis, an autologous liver transplant in People’s Hospital. This time, Wang Wentao came from Chengdu to review Dewaji and 11 other patients after surgery.

"The recovery is very good. If you continue to take albendazole, you can reduce it from 4 tablets a day to 2 tablets a day." Wang Wentao made a diagnosis and told Dewaji to pay attention to hygiene in his daily life, not to drink raw water and wash his hands before meals.

In Sichuan, such a telemedicine system has covered all 88 poverty-stricken counties and 1,800 medical institutions. Throughout the country, according to Jiao Yahui, deputy director of the Medical Administration and Hospital Authority of the National Health and Wellness Commission, 22 provinces have established provincial telemedicine platforms, covering 13,000 medical institutions and more than 1,800 counties. In 2017, the total number of telemedicine services exceeded 60 million.

  superiority

It is expected to solve the problem of uneven medical resources.

For policy makers, telemedicine is not only a simple medical service project. With the advantages of telemedicine, the problems of insufficient total medical resources and uneven distribution can also be solved.

Lu Qingjun, director of the National Center for Telemedicine and Internet Medicine and the Telemedicine Center of China-Japan Hospital, explained that at present, 10% or 20% of the top doctors in the country undertake 80% of the diagnosis and treatment business, but they do not need to undertake many common diseases. With the help of telemedicine system, higher-level hospitals can improve the level of doctors in lower-level hospitals through remote teaching, remote discussion of difficult cases and remote live teaching of surgery, so that they can undertake more diagnosis and treatment of common diseases. Hospitals below the second level can undertake 60%~70% of the diagnosis and treatment business, and doctors in tertiary hospitals can spare more time to treat intractable diseases.

Taking Sichuan as an example, Wang Wentao said that the team composed of doctors from vascular surgery, anesthesiology and ICU of West China Hospital went to Ganzi Prefecture once or twice a month to conduct teaching rounds and surgical teaching, and sent corresponding experts to explain the confusing problems according to local needs, helping the local authorities to establish a multidisciplinary team.

Duoji, president of Ganzi People’s Hospital, told the reporter that Huaxi Hospital has trained two surgical teams for echinococcosis. In the past, the People’s Hospital could only do 20 echinococcosis operations throughout the year, but now it can do more than 500 operations every year, basically realizing the local cure of echinococcosis. In 2016, Ganzi People’s Hospital successfully established the top three hospitals.

"Medical resources face multiple dilemmas. The first one is the shortage of total medical resources. When the total amount remains unchanged, the efficiency of diagnosis and treatment will be improved, and the patient’s experience will also be improved. The distribution of our medical resources is a pyramid-shaped triangle, but the flow of patients is an inverted pyramid, and now it needs to be reversed. " Lu Qingjun said.

  question

The technology is not standardized, and the enthusiasm of doctors is difficult to guarantee.

But the status quo is not optimistic. Lu Qingjun pointed out that the medical quality of telemedicine is uneven, some hospitals are not standardized in technology, and even QQ video and WeChat chat are used for telemedicine, and the quality of medical image transmission simply cannot meet the requirements; Although some hospitals have built telemedicine platforms, they have been idle for a long time, "just for show"; Some hospitals regard telemedicine as a channel to siphon patients from lower-level hospitals.

The enthusiasm of doctors to participate is also difficult to guarantee. An anesthesiologist in a 3A hospital who didn’t want to be named told the reporter that although the hospital will give certain performance rewards to doctors participating in telemedicine, the enthusiasm of doctors is not high. "The whole perioperative period (around the whole process of surgery, including preoperative, intraoperative and postoperative) requires teamwork. Doctors go to primary hospitals and leave after surgery. The conditions and level of primary hospitals are not enough. What should I do if patients have problems during the recovery period after surgery?" Doctors have their own concerns.

A few days ago, the National Health and Wellness Committee issued three heavy documents, namely, Administrative Measures for Internet Diagnosis and Treatment (Trial), Administrative Measures for Internet Hospitals (Trial) and Management Standard for Telemedicine Services (Trial). For the first time, the scope of internet medical care was clarified, and businesses that did not involve the core of medical care, such as online appointment registration and online health consultation, were excluded.

Internet medical services involving diagnosis and treatment are classified into telemedicine, Internet diagnosis and treatment, and Internet hospitals according to the users and service methods, and classified management is implemented.

"Some people think that the Internet can do everything, which is wrong." Lu Qingjun participated in the formulation of the new regulations. He believes that the core point of the document is to ensure medical quality and medical safety.

The three documents have drawn a "red line" for Internet medical behavior. For example, the operation of Internet hospitals needs to apply for a license from the regulatory authorities, and it must be run by offline physical medical institutions; Internet diagnosis and treatment can provide patients with some common diseases and chronic diseases for follow-up, and patients may not be treated for the first time; The new regulations also require that doctors who conduct Internet diagnosis and treatment must be certified by their real names, so as to avoid quack doctors impersonating well-known experts; The platform construction, management process design and doctor’s responsibility division of telemedicine information system are also clarified.

  look ahead

We are studying the formulation of price guidelines.

But this is really just the beginning. Lai Jian, deputy director of the Sichuan Provincial Health and Family Planning Commission, bluntly said that Internet health care is still in the exploratory stage. With continuous exploration, the service content will continue to be enriched and deepened. It is necessary to continuously improve the work management system, incentive assessment mechanism, project charging standards, medical insurance reimbursement and payment and other supporting policies in collaboration with the development and reform, human society and other departments.

The most urgent thing is to fill the gap in the Internet medical price policy. Lu Qingjun told reporters that in the past, Internet medical services such as telemedicine did not have a definite business model, and the price department could not calculate the cost and pricing. If hospitals set their own prices and charge fees, they will be defined as "arbitrary charges" by the price supervision department. Therefore, many hospitals provide telemedicine services free of charge, but the telemedicine equipment is millions, and the cost of a remote consultation is 2,400 yuan to 2,700 yuan.

Without pricing, medical insurance reimbursement is out of the question. The reporter noted that in April this year, the General Office of the State Council issued the Opinions on Promoting the Development of "Internet+Medical Health", proposing that qualified Internet medical services should be gradually included in the scope of medical insurance payment.

"But the premise is that there must be fees first." Jiao Yahui said that because not all Internet diagnosis and treatment behaviors belong to the basic medical category, they do not have to be included in the scope of medical insurance reimbursement. If it belongs to the category of basic medical services, medical insurance should be reimbursed; Do not belong to, by the patient’s burden.

Lu Qingjun revealed that the National Medical Insurance Bureau is stepping up the formulation of guiding principles for Internet medical prices, and has now entered the stage of expert discussion. After the country issued the preliminary guiding opinions, the local price departments can formulate local price standards according to the guiding principles.

"The principle is uncertain, and there will be many bottlenecks in local standards. When the principle comes out, a game of chess in the country can be done. " Lu Qingjun said. (Reporter Xu Wen)
