Reconstruction of Urban Agglomeration "New Map" of China Economy: Aggregation Effect into New Kinetic Energy

Editor’s Note: Looking back at the 40-year history of reform and opening up, it is the period of rapid urbanization in China. The reform dividend has been greatly released in the process of urban development and citizenization of population, thus giving birth to a number of world-class big cities that China is proud of. With the spatial development boundary of many big cities facing the "ceiling", environmental pollution, traffic congestion and other big city diseases frequently occur, the "single soldier" path of urban development is out of date, and the marginal effect of reform is decreasing. Therefore, as early as the 11th Five-Year Plan, China proposed that urban agglomeration should be the main form to promote urbanization. As a result, the new path of urban development has become a trend. The report of the 19th National Congress of the Communist Party of China further pointed out that urban agglomerations should be the main body to build an urban pattern of coordinated development of large, medium and small cities and small towns, and accelerate the urbanization of agricultural transfer population. In the new wave of reform and opening up, what reform dividends will the deepening urban agglomeration development strategy bring to China, and what kind of interest disputes and development dilemmas will it face? The editorial department of the semi-monthly talks organized an urban agglomeration research team before the National People’s Congress, and went to many places to learn about the latest trends of the development of major urban agglomerations and explore new ideas, new models, new paths and new hopes for the development of urban agglomerations.

Reconstruction of "New Map" of China Economy by Urban Agglomeration

Half-monthly discussion on urban agglomeration investigation team

With the rapid development of industrialization and urbanization in China, the development pattern of urban agglomeration, as the main form of new urbanization, has begun to emerge, and has gradually become an important carrier and platform to lead China’s economic transformation and upgrading. Multi-dimensional urban integration is promoting the interconnection and coordinated integration of urban agglomerations, which not only optimizes the original urban system and pattern, but also brings more tangible sense of gain to the people.

The core that determines the future regional competitiveness

Urban agglomeration refers to a group of cities with compact spatial organization, close economic ties, and finally a high degree of urbanization and integration, which is formed by taking more than one mega-city as the core and at least three mega-cities as the constituent units and relying on developed infrastructure networks such as transportation and communication.

Fang Chuanglin, director of the Regional and Urban Planning Research Center of the Institute of Geographical Resources of China Academy of Sciences, pointed out that urban agglomeration is the mainstream and trend of urban development in the world today. At present, there are five recognized large-scale world-class urban agglomerations, such as the Atlantic coastal urban agglomeration with new york as the center, the Great Lakes urban agglomeration with Chicago as the center, and the Pacific coastal urban agglomeration with Tokyo as the center.

Globally, urban agglomeration has become a brand-new regional unit for countries to participate in world competition and international division of labor, which determines the new pattern of political and economic development in the 21st century, is an important carrier of the shift of world economic center of gravity, and is also the main position of competition between countries. According to the World Bank’s report "Reshaping World Economic Geography", half of the world’s production activities are concentrated on only about 1.5% of the world’s land area. Take the urban agglomeration along the Atlantic coast of the United States as an example. This urban agglomeration with an area of 60,000 square kilometers, accounting for 1.5% of its land area, has a population of 45 million, accounting for 20% of the total population of the United States; The manufacturing industry accounts for 30% of the country’s total output value, and it is the largest production base, commercial and trade center in the United States and the largest international financial center in the world.

Nowadays, the construction of urban agglomerations in China is advancing rapidly, and the development pattern has initially taken shape. According to the relevant national planning, urban agglomeration is the main form of new urbanization, and the development priorities of the three major urban agglomerations in the eastern region and several urban agglomerations in the central and western regions are defined, with emphasis on the development of urban agglomerations such as Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta, Chengdu-Chongqing, Central Plains, the middle reaches of the Yangtze River and Harbin-Changzhou. Judging from the development degree, the Yangtze River Delta, Pearl River Delta and Beijing-Tianjin-Hebei urban agglomerations are relatively mature, and their comprehensive development level has an absolute advantage, representing the highest form of urban agglomeration development in China.

Zhang Xueliang, deputy secretary-general of the China Association for Regional Science and vice president of the School of Urban and Regional Science of Shanghai University of Finance and Economics, believes that urban agglomeration is the core that determines the future regional competitiveness and will become the "main engine" of China’s development. The reason is that China’s regional economy is changing from "plate economy" to "urban agglomeration economy", and all kinds of production factors and economic activities are gathering in the central city and the urban areas around the central city. In 2013, 23 urban agglomerations in China, accounting for 28.9% of the country’s land area, gathered 63.8% of the country’s population and created 85.7% of the regional GDP.

"polymerization effect" has become a new kinetic energy to stimulate transformation.

"Our Taifu reloads more than 80% of employees’ homes in Changsha, and the company sends 8 buses to and from Changsha and Xiangtan every day to pick up and drop off employees." Xie Fangli, vice president of Taifu Heavy Equipment Group, headquartered in Xiangtan National Economic Development Zone, told reporters that as Changsha, Zhuzhou and Xiangtan entered the "half-hour commuting circle", there were more and more cross-city office workers in the three cities. The development of Changsha-Zhuzhou-Xiangtan urban agglomeration in Hunan Province is getting better and better, and the integration and synergy effect are obvious. No matter the economic aggregate, growth rate and development quality, it ranks in the forefront of Hunan Province, achieving the effect of "1+1+1>3".

The "agglomeration effect" of urban agglomeration is becoming a new kinetic energy to promote China’s economic transformation and a "strong engine" to stimulate urban innovation in the region. In the Yangtze River Delta, the "Shanghai-Jiaxing-Hangzhou G60 Science and Technology Corridor", which aims to create an influential scientific and technological innovation highland in the world, is fully promoting its construction. Shanghai has the leading capability of scientific and technological innovation in China, and Hangzhou is building a globally influential "internet plus" innovation and entrepreneurship center, with G60 Expressway as the link, Shanghai and Hangzhou as the dual core, and Jiaxing as the supporting area, breaking administrative divisions, promoting the free flow and optimal allocation of scientific and technological elements such as talents, funds, devices and projects, and the resulting innovation ecosystem and industrial cluster effect have become the key to the rapid rise of the region and maintaining sustainable development. The data shows that the added value of information economy in Hangzhou in 2016 was 268.8 billion yuan, contributing more than 50% to the city’s GDP growth.

The practice of "Shanghai-Jiaxing-Hangzhou G60 Science and Technology Corridor" is only the epitome of industrial transformation and upgrading in the Yangtze River Delta urban agglomeration. Urban agglomeration has become an important growth pole of regional economy, which will reconstruct the "new map" of economy and support China’s sustained economic development in the future.

On the Guangzhou-Shenzhen Expressway with a length of more than 100 kilometers, there are a number of leading enterprises in the industry and "Gazelle Enterprises" with good growth and leaping development trend. Eight local Fortune 500 companies have taken root here, and world-renowned companies such as Tencent, Huawei, ZTE, DJI and OPPO have thrived here. These star enterprises are like pearls, strung together an innovative "necklace".

Yuan Jun, vice president of Guangdong Academy of Social Sciences, pointed out that with the development of 40 years of reform and opening up, the Guangzhou-Shenzhen axis region, which is based on Guangzhou-Shenzhen expressway and rail transit, has gathered innovative elements such as high-tech talents, technology, information and capital, and initially formed the Guangzhou-Shenzhen innovation economic belt. In the future, more new technologies and new ideas will be integrated across the border in this innovation corridor, forming a super-industrial cluster with "blood" and becoming a sample of national innovation and development.

The "community of urban destiny" is beginning to take shape.

Many places are accelerating integration from multiple dimensions, trying to break down institutional and institutional barriers such as administrative divisions, and promoting inter-city interconnection and collaborative integration, and the "same city effect" is becoming increasingly apparent.

As a symbol of China’s sharing economy, the birthplace of bike-sharing is the Yangtze River Delta urban agglomeration. The reporter found in an interview with the Yangtze River Delta urban agglomeration that the connotation of sharing economy is constantly expanding, from the earliest bike-sharing and shared houses to a higher field and level.

For example, sharing scientific and technological innovation resources. Under the guidance of the Ministry of Science and Technology, three provinces and one city in the Yangtze River Delta jointly launched the "Yangtze River Delta large-scale scientific instruments cooperation and sharing network". There are 1479 units and 17081 sets of large-scale scientific instruments and facilities with a value of more than 300,000 yuan in Shanghai, Jiangsu, Zhejiang and Anhui, with a total value of 18.274 billion yuan, which effectively reduces the repeated investment in scientific research funds and experimental equipment purchase in the region.

In the shared factory based on the Internet, new entrants can entrust the existing capacity processing and manufacturing without building their own factories in the case of overall excess manufacturing capacity. Yuan Wei, general manager of Alibaba’s "Amoy Factory" business, said that sharing factories will commercialize the factory’s production capacity and rationally distribute production, which will help promote industry competition to turn to industry cooperation.

In addition to transportation integration, urban agglomerations also actively explore the integration of medical and health care, ecological and environmental protection and other fields. For example, Jiaxing and three medical institutions in Shanghai have established a cooperative relationship of peer-to-peer medical insurance network settlement, and the insured citizens can pay by credit card in hospitals in Shanghai through system direct connection. In order to solve the persistent problem of air pollution, the Beijing-Tianjin-Hebei region has accelerated the replacement of coal with electricity and gas, and achieved the "zero clearing" of loose coal. The average concentration of PM2.5 decreased by about 33% in 2016 compared with 2013.

The awareness of "dividing land into three parts per acre" among cities has been further broken, and coordinated development is getting better and better. Hebei Province has successively undertaken more than 12,000 industrial transfer projects such as advanced equipment manufacturing in Beijing and Tianjin, new generation information technology and modern trade logistics, and the investment of Beijing enterprises in Tianjin and Hebei has exceeded 200 billion yuan. "Industrial synergy is the substantive content and key support for the coordinated development of Beijing-Tianjin-Hebei." Zhang Junkuo, deputy director of the State Council Development Research Center, said that Beijing, Tianjin and Hebei are working together to build a community of urban destiny with coordinated development through industrial complementarity and integration. The Central Committee of the Communist Party of China and the State Council on the Beijing Urban Master Plan (2016 — The reply of "2035)" proposes to do a good job in protecting historical and cultural cities and shaping urban characteristics. The old city can no longer be demolished, and it should be guaranteed by vacating and restoring construction. The picture shows tourists visiting Xin Li in Qianmen Street, Beijing.

The development of urban agglomeration cannot lose its "soul"

Half-monthly discussion on urban agglomeration investigation team

For a long time, the construction of urban agglomerations in China has always tended to attach importance to economy and neglect culture. Although the economic aggregate and transportation infrastructure have taken on a new look, the development of cultural soft power has lagged behind, and urban construction has lost its soul, which seriously restricts the sustainable development of urban agglomerations. Experts and scholars call on China to reverse the development path of urban agglomerations that emphasize economy and neglect culture, cultivate the cultural mechanism of urban agglomerations with distinct hierarchical system and active coordination, rebuild and revive the "small traditional culture" in different regions, enhance the cohesion of cultural identity, and build a "culturally confident urban agglomeration".

More than 600 cities have basically lost their individuality.

"Our more than 600 cities have basically lost their individuality, with vague context and vague memories, fragmented historical remains and chaotic cultural symbols." Feng Jicai, a famous writer, commented. Wu Liangyong, an academician of the two academies, also pointed out that the lack of personality is the biggest drawback of urban construction in China.

Mentioning the old railway station in Jinan is a pain that haunts the hearts of Jinan citizens. This railway station, which was built in 1904, was the only Gothic building community station in the world and the largest railway station in Asia at that time. It was once listed in the architectural textbooks of Tsinghua and Tongji, and was also listed as the first stop in the Far East by Travel in the Far East published by West Germany after the war. In 1992, the railway station was demolished to expand the station yard.

The fate of the old railway station in Jinan is only a microcosm of the destruction of historical sites and the cutting of urban context in the process of urbanization. This kind of phenomenon is also staged in Beijing, Tianjin and Hebei. Chen Ming, deputy director of the Regional Planning Institute of China Urban Planning and Design Institute, revealed that with the outward expansion of Beijing’s urban areas, Tianjin and Hebei have moved closer to Beijing, and a large number of industrial parks and residential quarters have been laid out, forming an "iron fence" around Beijing. In this process, the historical and cultural corridors distributed here have been damaged to varying degrees, and many historical relics have disappeared.

According to statistics, about 44,000 ancient sites, temples and other cultural relics in China have disappeared, and a quarter of the remains still preserved are in a state of dilapidated maintenance. Many sites have not been protected and have been demolished in new construction projects. More than 3,500 cultural sites have been destroyed in Shaanxi Province alone.

On the one hand, it wantonly destroys historical sites, and on the other hand, it is keen to build high-rise buildings and move to foreign buildings, resulting in a "thousand cities on one side" of the city, many of which are grotesque and charming. Many cities have planned to build residential communities and "characteristic towns" with North American and European customs, and they have been crowned with foreign names: Florence Town, Paris Mansion, California Garden, Manhattan Plaza and so on.

Culture is the "lubricant" of inter-city communication.

What is even more worrying is that the development path of "emphasizing economy and neglecting culture" leads to unbalanced development, which seriously restricts the sustainable development of urban agglomerations. Fan Zhou, dean of the Institute of Cultural Development of Communication University of China, pointed out that the ideal urban agglomeration is an urban community with a reasonable hierarchical system in terms of population, economy, society, culture and overall structure, and complementary functions and good coordination mechanisms in terms of spatial boundaries, resource allocation, industrial division of labor and cultural exchanges. "In fact, culture, as the soul of a city, can play a unique role in highlighting the humanistic characteristics of the city and enhancing the cultural identity of the city." Fan Zhou said.

Cannes, a famous French city, was once a small fishing village. In 1939, France established the Cannes Film Festival to fight against the Venice International Film Festival controlled by the Italian fascist regime at that time, which put Cannes on the fast track of urban development. After decades of development, Cannes International Film Festival has become one of the four largest and most important film festivals in the world, attracting more than 300,000 people every year, bringing great economic benefits and good reputation to the city. Cannes has thus become a world famous city. Around the world, Paris, Vienna, Stockholm … … And the list goes on.

"Culture has the characteristics of high added value and high penetration. It is an important thrust for industrial integration to be related to finance, grafted with technology and symbiotic with the Internet." Fan Zhou pointed out that the integration of culture and economy has become an inevitable trend and a new growth point for the economic development of urban agglomerations. Take Hangzhou as an example. In recent years, represented by its unique Liangzhu culture, silk culture, tea culture and many stories and legends handed down, Hangzhou has paid attention to the natural transition between traditional streets and modern life, and formed a unique external cultural understanding of "Qiantang Prosperity" and "Leisure and Elegance", which has promoted the competitiveness of urban culture.

Peng Jinsong, deputy director of the Institute of Urban Development of Chongqing Academy of Social Sciences, believes that the transaction cost or friction cost of urban agglomerations formed on the basis of culture will be reduced in factor flow, commodity trading and other social interactions, which is conducive to maintaining the development and normal operation of urban agglomerations. For example, the Yangtze River Delta, the Pearl River Delta, the west side of the Taiwan Strait, Chengdu and Chongqing are supported by Wuyue culture, Lingnan culture, Minnan culture and Bashu culture respectively, which play a vital role in enhancing cultural identity and cohesion among cities.

Fill the "cultural gap" and build the "soul of the city"

Liu Shilin, president of the Urban Science Research Institute of Shanghai Jiaotong University, suggested that in the face of the "lack of culture" of urban agglomerations, China should reverse the development path of urban agglomerations that "emphasize economy and neglect culture", promote the innovation of urban planning theory, methods, institutional mechanisms and the protection of laws and regulations, effectively protect and inherit the urban context, and strive to build a "culturally confident urban agglomeration".

Do a good job in top-level design, strengthen policies and mechanisms and legal protection. Based on the inherent laws of cultural construction in the process of urbanization, we will constantly improve various laws, regulations, supporting policies and rules and regulations such as cultural relics, ancient buildings, protection of historical blocks, protection and inheritance of intangible cultural heritage, and establish an institutional system for urban cultural protection and cultural heritage.

Promote the innovation of urban planning theory, method and system and mechanism. It is suggested that the relevant state departments should take the lead in selecting experts from traditional disciplines such as literature, history, linguistics, philosophy, art and sociology, as well as emerging disciplines such as urban science, cultural studies and cultural industries, and carry out in-depth basic theoretical research, so as to develop a standard system of cultural planning in China corresponding to the international community, and provide scientific theory and strategic guidance for the planning and construction of urban agglomerations in China.

Adhere to overall coordination and integrate social resources. It is necessary to fully mobilize social forces and private capital to participate in urban cultural protection and cultural heritage. Realize the integration of resources and channels and the diversification of cultural protection and inheritance subjects and methods. It is necessary to make full use of emerging technologies such as the Internet, big data and cloud computing to realize the creative transformation of traditional culture and make urban culture "live".

In addition, establish a scientific evaluation mechanism to realize dynamic management. It is necessary to establish a dynamic tracking management mechanism before, during and after the event, do a good job in statistical monitoring and performance evaluation, and constantly adjust management methods and policies and measures according to the evaluation feedback. To cure "serious illness", it is necessary to build a "green urban agglomeration"

Half-monthly discussion on urban agglomeration investigation team

Because of the large-scale population and economic activities in urban agglomeration, environmental pollution and other "big city diseases" are increasingly prominent. On the practical level, there are some problems in the environmental collaborative governance system of urban agglomerations in China, such as imperfect laws and regulations, lack of authority in the collaborative mechanism and insufficient participation of social forces. Therefore, it is necessary to reshape the pattern of coordinated environmental governance of urban agglomerations, such as source control, open cooperation and multi-governance, in order to reverse the deterioration trend of urban agglomerations’ environment.

  "serious illness" of urban agglomeration

"The smog in the Beijing-Tianjin-Hebei region has been too heavy in recent years. My wife and I are particularly worried that the health of children will be affected. After a long hesitation, we finally made up our minds to leave Beijing. " Zeng Cheng, 32, gave up his decent job in a financial central enterprise two years ago, and married with children came to Shenzhen to start over. He said that although it was necessary to move, the whole family felt comfortable now.

According to "2016 China Environmental Status Bulletin" issued by the Ministry of Environmental Protection, the proportion of excellent days in 13 cities at or above the prefecture level in that year ranged from 35.8% to 78.7%, and the average proportion of days exceeding the standard was as high as 43.2%. Among the 74 monitoring cities, 10 cities with relatively poor ambient air quality accounted for 6 in Beijing, Tianjin and Hebei.

In addition to smog, acid rain pollution in some urban agglomerations cannot be underestimated. According to the monitoring of the Ministry of Environmental Protection, the acid rain area in China was about 690,000 square kilometers in 2016, accounting for 7.2% of the land area. It is worth noting that these acid rain pollution "hardest hit areas" are highly overlapped with urban agglomerations such as the Yangtze River Delta, the Pearl River Delta, Chengdu-Chongqing and the middle reaches of the Yangtze River.

Today’s environmental protection management can’t go it alone. During the "Twelfth Five-Year Plan" period, the relevant ministries and commissions of the state issued intensive regulations and policies on environmental cooperative governance of urban agglomerations. In 2012, the Twelfth Five-Year Plan for the Prevention and Control of Air Pollution in Key Areas was issued, which requires the establishment of a joint prevention and control mechanism for regional air pollution in key urban agglomerations such as Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta.

In addition to the top-level design launched by the central government and ministries, the cooperation between local governments has been deepened, and multi-level inter-city cooperation mechanisms have been established in urban agglomerations such as the Yangtze River Delta, the Pearl River Delta, Chengdu-Chongqing and Changsha-Zhuzhou-Xiangtan, Hunan. For example, Guangzhou and Foshan have continuously improved the regional environmental monitoring network, jointly promoted the construction of the water environmental quality monitoring network, determined the monitoring norms of cross-border river basins, and informed each other of the water quality monitoring data of cross-border sections.

During the interview in Changsha, Zhuzhou and Xiangtan, the local cadres and the masses talked about Hunan’s protection of Changsha, Zhuzhou and Xiangtan’s "green heart". Lvxin is located in the junction of Changsha, Zhuzhou and Xiangtan, covering an area of 522.87 square kilometers. This area is full of low hills, lush vegetation and lush. At one time, under the guidance of the thinking of "space city", the urban boundaries of the three cities continued to expand, and the green heart was once eroded and eroded, shrinking year by year. Decision-makers in Hunan have gradually realized that making use of the location advantage of Green Heart to become a "green wedge" between Changsha, Zhuzhou and Xiangtan urban agglomerations can effectively prevent the spread and expansion of the three cities. After that, starting with the planning and legislative guarantee, Hunan successively issued the Master Plan for the Ecological Green Heart Area of Changsha-Zhuzhou-Xiangtan Urban Agglomeration and the Regulations on the Protection of the Ecological Green Heart of Changsha-Zhuzhou-Xiangtan in Hunan Province, which kept this precious green space in the middle of the urban agglomeration.

Although the progress of joint prevention and control of ecological environment in China’s urban agglomerations is obvious, it is still far from enough, and it has not yet stepped out of the dilemma of "one side controls the pollution, and where there is a problem, where there is a problem". The cooperation between some local governments only stays in words and on paper, and has not really turned into joint action.

Beijing borders Huailai County, Zhangjiakou City, with an administrative boundary line of 115 kilometers. "Taking the mountain as the boundary, one mountain is worth two days. You don’t need to look at the road signs. If there are fewer and fewer trees on the mountain, you will go out of the Beijing boundary and get pregnant." People in Huailai County often say this to Beijing tourists. In addition to the drought and lack of rain as we go northward, the financial input standard of afforestation and forest protection is an important reason. "The financial investment of planting an acre of land in the mountains in Yanqing District of Beijing is 8,000 yuan. It is good for Huailai to take out 800 yuan." A garden worker in Huailai County revealed. In fact, as an ecological conservation area in Beijing, Tianjin and Hebei, Huailai County does not neglect ecological protection, but the difference in investment is determined by financial strength and economic level.

Chen Ming, deputy director of the Regional Planning Institute of China Urban Planning and Design Institute, said that the root cause of the above phenomenon mainly lies in administrative division, the coordination mechanism within urban agglomerations has not been straightened out, and the authority of the coordination agencies is insufficient, which leads to the administrative subjects acting in their own way and constraining each other. In addition, the existing environmental laws and regulations in China have not yet defined the main body and power and responsibility of environmental governance in urban agglomerations, and it is difficult to ensure the implementation of inter-city cooperation, which weakens the effectiveness of cooperation policies.

"The internal environmental protection standards of urban agglomerations are different, with obvious differences, relatively simple policy means, mostly mandatory means, lack of economic regulatory and encouraging policies, and poor social participation." Li Yue, a professor at the Party School of Changsha Municipal Committee, said.

How to build a "green urban agglomeration"

Environmental cooperative governance of urban agglomeration is a cross-administrative collective action based on common destiny and common development, which needs to coordinate and balance the interests of all parties and form an institutionalized and standardized cooperative mechanism. In this regard, some exploration experiences at home and abroad are worth learning.

First, balance the interest relationship between the environmental protection contribution areas and the environmental protection benefit areas within the urban agglomeration. Wang Kexiu, a professor at the Department of Economics Teaching and Research at the Party School of Hunan Provincial Party Committee, said that the interest compensation mechanism should be based on the principle of "polluters pay, managers benefit, and beneficiaries compensate". For example, the improvement of Changsha’s environment needs the support of upstream cities such as Zhuzhou and Xiangtan. If Changsha and the upstream cities can reach an interest compensation mechanism, it will accelerate the whole process of environmental improvement in the Changsha-Zhuzhou-Xiangtan urban agglomeration and Xiangjiang River basin.

Second, enhance the authority and enforcement of the environmental collaborative governance mechanism. For example, in the process of controlling ozone pollution in Los Angeles urban agglomeration, the United States has established a joint prevention and control mechanism of regional air pollution with unified planning, monitoring, supervision, evaluation and coordination. Several states in the northeastern United States have also jointly established the Ozone Transport Association (OTC), which is composed of state representatives and members of the Environmental Protection Agency, and is responsible for setting regional emission reduction targets for volatile organic compounds and nitrogen oxides and supervising their implementation.

Third, give play to the decisive role of the market in the allocation of environmental resources in urban agglomerations and build a multi-incentive and restraint mechanism. For example, taking the property rights of resources and environment as the core, we should improve the system of paid use of resources, levy carbon tax on enterprises with high pollution and high energy consumption, implement the system of pollutant discharge permit and emission trading, force the industrial transformation and upgrading in urban agglomerations, and improve the ecological compensation mechanism in urban agglomerations.

Fourth, enhance public participation and strengthen law enforcement. "In the formulation of environmental legislation and standards, the United States has provided smooth channels of participation and supervision mechanisms for the government, enterprises, media and non-governmental organizations, and formed effective public supervision, thus promoting the government’s determination and strength in governance." Greg Yarwood, a member of the Scientific Advisory Committee of the Clean Air Research Program of the US Environmental Protection Agency, believes that although many urban agglomerations in China are different from those in Los Angeles and other places in the United States, the governance process also needs the attention and full cooperation of the government, enterprises and the public. After 90, girls dropped out of school and opened online stores for two years, selling 5.91 million yuan of counterfeit luxury goods.

After dropping out of college, Gengmou, a post-90s girl, sold 198 kinds of goods with counterfeit registered trademarks of nine brands, including Chanel, Hermes and Cartier, with a sales amount of 5.91 million yuan. Geng admitted that the branded products in her store were fakes, but she said that the buyers were equally aware of this and they did not cheat. By selling counterfeit luxury goods, Geng earned more than one million yuan in two years. This morning, the case was heard in Mentougou court.

Drop out of school and open a shop to sell counterfeit goods and earn more than one million yuan.

Geng is a post-90 s student who was originally a college student. But as soon as she was a sophomore, she dropped out of school and opened an online shop at home, specializing in selling counterfeit luxury goods. At first, Geng opened a store for sale through a more mature online e-commerce platform. However, due to the poor quality of goods, many goods can see quality problems at a glance, so they have never been able to spend money.

In 2016, in order to find a better source of goods, she personally went to Guangzhou and found two manufacturers specializing in luxury goods counterfeiting. Manufacturers directly provide counterfeit luxury goods such as Chanel, Dior and LV, shoes and accessories to Geng, and the purchase price ranges from 100 yuan to 3,000 yuan.

After getting the goods, Geng sells them through two micro-stores under her name. Generally, she only increases the price of low-priced goods by tens of yuan, while the price of high-priced goods will increase by hundreds of yuan, but the total price is still far lower than the genuine price.

In 2018, the turnover of an online store in Geng reached more than 6 million yuan, but she said that about 1 million yuan of it came from the amount of bills, and the actual sales were about 5 million yuan. In the past two years, the profit rate of its stores is about 30%, with a profit of more than one million yuan.

After investigation, the police controlled it at Zou’s residence. The rented house was also used by her as a "warehouse". The price of counterfeit luxury goods seized in the house alone reached 3.15 million yuan, and it was appraised by various companies and appraisal institutions, except for a Cartier necklace for Geng’s own use, the rest of the goods were not genuine.

Geng said that more than half of the inventory at home was defective when it was first purchased, and it was put at home because the mother was not willing to throw it away. Not all the sales of its stores come from fakes. "There are quite a few things in my store that are not related to brands, such as some T-shirts and pants, which can account for about four fifths."

The trial pleaded guilty that the buyer also knew it was a fake.

The public prosecutor believes that Geng knows that it is a commodity with a counterfeit registered trademark and sells it. He has been in business for two years, and the sales amount has reached 5.91 million yuan, which is huge. His behavior has violated the criminal law and should be investigated for criminal responsibility for selling goods with counterfeit registered trademarks.

Today, the case was heard in Mentougou court. At 10 am, Geng was brought to court by the bailiff. But there was no tension on her face, even a smile. Geng expressed his recognition of the accusation of the public prosecution agency and voluntarily pleaded guilty.

"I usually see that these fakes are also sold on the street, so I don’t think much." Geng never thought that this kind of behavior might be suspected of committing a crime. She said that she was only trying to make money to support her family. Because the price of goods is much cheaper than that of counters, she thinks that buyers also know that these goods are not genuine, so there is no fraud and deception, and the quality of their goods is guaranteed, otherwise the store will not operate for more than two years. "We all reach a consensus."

However, in Geng’s shop, many goods descriptions have promises of "anti-counterfeiting", "accepting inspection" and "original mechanical movement". Geng said that some raw materials of the goods were authorized by the manufacturers, such as leather materials authorized by the corresponding manufacturers, but the final products were not authorized by the brand. For such a purchase channel, Geng frankly admitted that it was irregular, and he also recognized that the goods sold were fakes.

The prosecution suggested that the sentence should be three to five years.

Geng’s defender suggested that there is a big gap between the actual selling price of goods in an online shop and the genuine price, so it is not appropriate to identify and identify them according to the genuine price.

However, the prosecutor said that according to the judicial interpretation of the two courts, if the sales price can be found out in criminal cases of intellectual property infringement, it should be determined according to the actual sales price. However, some of the goods seized in this case have not been put on the shelves for sale, so they should be calculated at the market price, and the value of unsold defective products has been deducted when calculating the crime amount. Therefore, it is appropriate for the appraisal agency to determine that Geng’s sales amount involved is 5.91 million yuan.

"You want to be self-reliant and hard-working, and your starting point is very good, but selling counterfeit goods not only infringes on the interests of related companies, but also destroys the market order." The public prosecution agency believes that the goods sold by Geng are clearly printed with trademark brands, and they are aware of the nature of the behavior. Based on the overall situation of the case, it is recommended that the court sentence Geng to 3 to 5 years in prison and impose a fine.

Changing the old look of the block to improve the happiness of living.

Harbin, Heilongjiang promotes the renovation of old residential areas, investigates fire hazards and improves environmental sanitation.
Changing the old look of the block to improve the happiness of living.

Upgrade infrastructure and transform old communities; Investigate fire hazards and ensure the safety of residents; Excavating stock resources and creating creative blocks … Since the theme education was launched, Heilongjiang Province has focused on the transformation of urban infrastructure and done a good job in people’s livelihood. The reporter visited Harbin and found that with the implementation of various measures, the city’s appearance changed, living conditions improved, and people’s lives became more convenient, more comfortable and better.

Red walls, green trees, benches and windmills, in front of the 80-meter-long "graffiti" wall, people put on various poses to take pictures and punch in. Many citizens and tourists came here and praised the "net red wall" of Hongqi Street in Xiangfang District, Harbin City, Heilongjiang Province.

"In the past, this area was a garbage transfer point that stinks and residents can’t avoid." Lin Shan, head of the Pearl River Community, said. Change the way of garbage removal, demolish the damaged wall and rebuild it, and organize residents to paint the wall art. Now, this garbage spot has become a punching place.

"The wall is still that wall, but the surrounding area is clean, and the artistic taste is raised, which is different. We old residents are also happy!" Rebecca, a resident of Zhujiang Community, lamented.

Since the education on the theme of studying and implementing the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era was launched, Heilongjiang Province has carried out field research, focused on people’s livelihood, given priority to solving people’s urgent problems, and continuously improved urban functions by transforming urban infrastructure. Recently, during a visit to Harbin, the reporter learned that the local government organically combined environmental remediation with the renovation of old residential areas, investigation of fire hazards, improvement of environmental sanitation, and promotion of industrial development, constantly improving people’s happiness in living, making efforts to build a livable and happy city, and taking various measures to realize the old look of old streets with a new look.

Listen carefully to the opinions of the masses

Transform and upgrade infrastructure.

"This new cement pavement is so good that it makes people feel bright." Standing on the newly paved concrete floor in the corner of the community, Wang Guihuan, a resident of No.248 Gogol Street, Harbin, was happy in his words. In the past, the community was a mess, with abandoned boiler rooms and small yards full of garbage.

"No.248 Gogol Street was built in 1977 and is a typical old community." Chen Haijing, secretary of the Party Organization of Struggle Community, said that after the heating was connected to the grid, the community’s own boiler room was abandoned and left in the community. Now, according to the residents’ opinions, fitness equipment has been added here, and the old boiler room has been transformed into a service center for the party and the masses, providing a place for the residents’ leisure life.

There is a large stock of old residential areas in Harbin, and the area of old residential areas that were built before 2000 in Chengjiu District alone reached 61.23 million square meters. "Old residential areas have low building standards, incomplete supporting facilities, lack of property management, and strong willingness of the masses to transform." The relevant person in charge of the Harbin Housing and Construction Department said.

This year, Harbin started 224 renovation projects of old residential areas, with an area of 10.93 million square meters, 42.2 kilometers of water supply network and 100 kilometers of aging heating network, and simultaneously implemented environmental remediation work such as demolition, power repair and network cable bundling.

No.248, Gogol Street, where Wang Guihuan lives, is the beneficiary community. "The old courtyard wall has been removed, and our residents have added 400 square meters of leisure space." Wang Guihuan said.

Putting the people’s urgent difficulties and worries in the first place, Harbin strives to make the environmental remediation work in the hearts of the people, listen carefully to the opinions of the people, listen to the voices of the people, gather public opinions, solve people’s worries, and handle complaints overnight.

"I hope to solve the problems such as hanging wires in disorder and the leisure and fitness area in the courtyard of the community together in the renovation." "The roof leaks and the sewers are often blocked, and I hope it can be solved." … Harbin has deeply integrated the environmental remediation work with the renovation of old communities, and made a thorough investigation of 1,630 buildings planned to be renovated in 2023, and held more than 210 public opinion consultation meetings, renovation plan review meetings and public opinion survey forums.

Carry out hidden danger investigation actions

Ensure that residents live and work in peace and contentment.

Smooth and spacious asphalt roads, freshly painted walls, rows of lilac trees, quaint and elegant Chinese pavilions … The clean environment of the petrochemical community in Xiangfang District is refreshing.

"Demolition of private buildings in the neighborhood, cleaning up the mess, and cleaning up the environmental sanitation, the change of our community is the boss." Wang Xiuyun, a resident of the community, lamented.

Behind this is Harbin’s efforts to improve the public sanitation of the community by combining environmental remediation with striving for a civilized city: comprehensively carrying out urban road cleaning and washing, floating debris cleaning, garbage daily cleaning, and carefully carrying out greening plant pruning and maintenance.

In Ningjiang Hutong District of nangang district, the fire rescue department of Harbin took the lead in jointly launching a special campaign to investigate fire hazards, demolishing illegal buildings that affected fire safety, clearing evacuation routes and safety exits, opening fire corridors, and making full use of idle boiler rooms to build community miniature fire stations and central pump rooms.

Harbin has made great efforts to ensure the safety of owners’ lives and residences through environmental improvement. At present, all the 171 hidden fire hazards have been rectified, and 60 small fire stations and 5,493 micro fire stations have been set up.

In order to put an end to the problem of "resurgence" and all kinds of messy phenomena coming back after the renovation of old residential areas, Harbin accelerated the property management work after the renovation of old residential areas, and hundreds of property residential areas led by party building emerged in the city to play a leading role in demonstration.

The fifth block of Honghe Community in Daowai District was built in the 1990s, with more than 1,500 households. Streets, communities, property companies and community committees have set up the Party branch of Minqiang Red River Fifth Block, forming a long-term management mechanism of co-construction and co-management.

"Residents complain less and the community atmosphere is getting better and better." Meng Xuebin, director of the Industry Committee of Honghe Fifth Block, took the lead in setting up a "volunteer service team" to help solve more than 20 problems such as underground pipeline maintenance, parking space division, roof repair of residential areas, replacement of security doors, and more than 1,500 "key things" around the people, such as dredging the water, repairing unit doors, replacing voice-activated lights, and repairing stagnant roads.

Perfecting function and improving quality

Create characteristic creative blocks

"Brother, 10 more kebabs!" "Boss, another beer" … In the evening, when the lights are on, the uniform business sheds on both sides of the road come into view, and the nightlife of Xingfu Road in Xiangfang District has just started.

There is a street with a total length of nearly 1 km outside Happiness Road Food, including more than 60 restaurants, which can taste the food of most famous catering brands in Harbin.

Through the environmental improvement work, Xiangfang District upgraded this road section, expanded the sales area, opened the food and beverage stalls, made unified food stalls, set up creative landscape sketches, and created a "street with food outside".

"Opening the external pendulum can increase the turnover by at least 30%, and the government has invited enterprises to cooperate and help us build a unified external pendulum business shed for free." Yang Jing, manager of a restaurant, said.

Harbin organically combines industrial development with improving the neighborhood environment, and strives to create a unique creative neighborhood through environmental remediation. Xiangfang District has become the first area to start the pilot project.

Xiangfang District mobilizes and organizes all the towns in the whole district to dig deep into the existing resources and advantages such as regional characteristics, historical culture, realistic foundation, industrial characteristics and commercial layout, and creatively transform the old urban areas through cultural creativity empowerment.

"Environmental improvement, especially after injecting cultural and creative elements, has changed the face of the messy areas that have long plagued people and become a popular punching place." Li Yafei, secretary of Xiangfang District Party Committee, said that Xiangfang District should pay equal attention to improving its functions and improving its quality in building blocks with cultural and creative characteristics, so as to revitalize it and promote the construction and renovation of the surrounding environment.

The dormitory area of the boiler plant has been transformed into a "living room for urban culture". Leisure blocks with the theme of TCM health preservation, Dongxing Manchu-style street with strong ethnic flavor and night market full of fireworks have emerged … Since this year, Xiangfang District has successfully created 14 cultural and creative characteristic blocks, which has become a punching place to attract citizens and tourists. National Health Commission: Four measures to promote chronic disease management

Cctv newsOn December 5, the National Health and Wellness Commission held a press conference to introduce the measures to deepen the implementation of grassroots health care and convenience services. Zhu Hongming, deputy director of the Grassroots Department of the National Health and Wellness Commission and a first-class inspector, said at the meeting that since the deepening of medical reform in 2009, National Health Commission has continuously promoted the equalization of basic public health services, and grassroots medical and health institutions have undertaken a large number of basic public health services, especially the health management of patients with chronic diseases, and have established relatively stable contacts with urban and rural residents. Many urban and rural residents have already felt this service. In promoting the management of chronic diseases, there are mainly the following measures:

First, in the grassroots convenience measures, we will promote the full implementation of long-term prescription services for chronic diseases such as hypertension and diabetes in community health service centers and township hospitals, and gradually expand the coverage of chronic diseases; Provide exercise and diet prescriptions or suggestions for patients with chronic diseases such as diabetes, hyperlipidemia and hypertension.

The second is to organize the compilation of the National Guidelines for the Prevention and Control of Hypertension and the National Guidelines for the Prevention and Control of Diabetes, so as to guide local primary medical and health institutions to provide health management services for patients with chronic diseases.

The third is to actively promote the training of "medical prevention and management" integrated talents and establish a medical prevention and control integration mechanism. Relying on the contract service of family doctors, we will promote the combination of prevention and medical care, do a good job in health follow-up of key populations, and carry out multi-disease co-management services for patients with chronic diseases such as hypertension and type 2 diabetes, mainly through the integration of medical care and prevention.

Fourth, relying on the construction of county medical community, promote the establishment of division of labor and cooperation and two-way referral mechanism between primary medical and health institutions and superior medical institutions, and extend the services of superior hospitals to the grassroots. For patients with chronic diseases with stable conditions, health management services are provided by grass-roots institutions in accordance with norms and guidelines. There are some good explorations and practices in this regard in various places, for example, Tianjin promotes the construction of grass-roots chronic disease management centers, and provides residents with online and offline integrated all-round and full-cycle health services through intelligent auxiliary diagnosis, convenient chronic disease assessment, customized treatment programs and personalized health management. Relying on the construction of county medical associations and urban medical associations, Zhejiang Province has realized that the general diagnosis, treatment and daily management of "two chronic diseases" are mainly based on grass-roots medical and health institutions, realizing linkage from top to bottom and smoothing referral channels.

Do you still need a flu shot when you feel that you have the flu? What is the current epidemic situation of respiratory diseases? The authoritative expert answered.

The National Health and Wellness Committee held a press conference on the 10th to introduce the prevention and treatment of respiratory diseases in winter.

It is still recommended to vaccinate against influenza if symptoms are not diagnosed and self-healing.

Fever, cough, runny nose … After these flu-like symptoms appear, if you don’t go to the hospital to be diagnosed with the flu, do you still need to get the flu vaccine after recovery? When is the vaccination? Xia Gang, director of the Department of Health and Immunity of the National CDC, responded to the suggestion that this situation should still be vaccinated against influenza.

Xia Gang explained that there are two main reasons. First, the symptoms of respiratory infection are not specific, and many pathogenic infections may have flu-like symptoms such as fever and headache. However, these symptoms are not necessarily caused by influenza virus, but also by other pathogens, the most common of which is the common cold.

Second, there are many types and subtypes of influenza virus that can cause epidemic. After being infected with a certain type or subtype, you may be at risk of being infected with other types or subtypes. For example, if you have been infected with influenza A, you may still be infected with influenza B. The influenza vaccine is a multivalent vaccine covering many different types and subtypes, that is, the commonly used trivalent and tetravalent vaccines. If you are infected with a certain type of influenza and vaccinated with influenza vaccine containing other types of influenza components, you can still play the role of vaccine in preventing this type of influenza.

In addition, in the same epidemic season, there are usually different types and subtypes of influenza viruses co-prevalent. At present, the main subtype is influenza A (H3N2), followed by influenza B.. In the past, in the same epidemic season, the dominant strains were gradually transformed from one type to another.

Xia Gang stressed that even if there are flu symptoms recently, it is recommended to get flu vaccine as soon as possible after recovery.

The overall amount of diagnosis and treatment of children’s respiratory diseases in medical institutions above the second level in China showed a downward trend.

Mi Feng, spokesperson of the National Health and Wellness Commission, said that in view of the current high incidence of respiratory diseases, especially children’s respiratory diseases, the National Health and Wellness Commission, state administration of traditional chinese medicine and the National Bureau of Disease Control and Prevention have continuously strengthened monitoring and judgment, dispatched the supply and diagnosis of medical resources in various places, guided the overall deployment of medical resources within and between medical institutions, increased relevant consulting rooms and treatment areas according to the number of patients, and expanded ward resources. Guide secondary hospitals, maternal and child health hospitals, traditional Chinese medicine hospitals, and primary medical and health institutions to "open as much as possible", extend the consultation time, optimize the in-hospital diagnosis and treatment process, improve service efficiency, and effectively protect the needs of pediatric diagnosis and treatment.

Mi Feng introduced that at present, the overall amount of diagnosis and treatment of children’s respiratory diseases in medical institutions above the second level in China has shown a downward trend, and the increase in pediatric diagnosis and treatment in some large children’s specialist hospitals and general hospitals has been alleviated to some extent.

Judging from the overall situation of fever clinics and emergency departments, the number of patients with respiratory diseases in China has been relatively stable in recent days, especially in primary medical institutions. The overall normal medical services in the country have not been affected.

Mi Feng stressed that it is necessary to give full play to the role of medical associations, medical associations, medical groups and Internet medical care, establish a mechanism for collaboration between general hospitals and primary medical institutions, expert sinking and patient referral, and divide patients into different levels to facilitate patients to choose medical treatment reasonably.

It is necessary to give full play to the characteristics and advantages of traditional Chinese medicine and combine traditional Chinese and western medicine to improve the prevention and treatment effect.

Primary and secondary schools, kindergartens, nursing homes, social welfare homes and other key places and crowded places should implement measures such as ventilation and disinfection, strengthen health science popularization and health monitoring, do personal protection, reduce the spread of diseases and reduce the risk of infection.

We should continue to do a good job in vaccination and constantly optimize vaccination services.

Hunan in Singing | A song brings 20 billion traffic "Good Morning Long Hui" "Let people ignite hope for life"

Yang Guangwang Changsha January 6 th news(Reporter Tang Lili) "You are the most beautiful star in the night sky, accompanying me all the way forward. You are the most beautiful encounter in my life. Good morning, my long return … …”

A song named "Good Morning Longhui", with its heady melody and straightforward and pure lyrics, spread through Tik Tok, WeChat video number and other online platforms in a fission way, from the end of 2022 in FIFA World Cup Qatar 2022 to 2023, which quickly created more than 20 billion plays and made the name of Longhui, a county town in Hunan, known to the world.

  Billion flow

At the end of 2022, "Good Morning Long Hui" was accompanied by a video celebrating Messi’s championship by netizens, which quickly became popular throughout the network during the highly anticipated FIFA World Cup Qatar 2022. In the comment area of a well-known software, a netizen left a message saying: "I almost thought this was the theme song of this World Cup."

Before this, no one thought that the county town of Longhui would intersect with the World Cup and Messi. After that, the song "Good Morning Longhui" received more than 1 billion hits every day, and many adaptations and cover versions of netizens and singers were also forwarded on major platforms, and Longhui County also exploded.

At present, with the number of songs played on Tik Tok, WeChat video number, Aauto Quicker and data from major music platforms, the traffic brought by Good Morning Long Hui has exceeded 20 billion. With the phenomenal explosion of songs, songwriter and singer Yuan Shuxiong, a native singer of Longhui, boarded the New Year’s Eve party of Hunan Satellite TV in 2022-2023. In less than a day, the WeChat broadcast volume of the video of the party has reached "10w+".

In fact, Good Morning Longhui was fermented on the whole network at the beginning of this year. At that time, the epidemic situation in Hong Kong was serious. A netizen used this song with pictures of mainland aid materials to make Tik Tok’s works, and the number of songs played exceeded 100 million in one month, which touched countless people.

"Some people say that a song can be played 500 million times, which is already very great. Knowing that my song has 100 million traffic, I also plan to go to a concert when the traffic reaches 1 billion. " Yuan Shuxiong told reporters.

When the traffic suddenly reached tens of billions and became the "Phenomenal Divine Comedy" in netizens’ minds in 2022, Yuan Shuxiong modestly thought that this song was "in time".

"The FIFA World Cup Qatar 2022 event has attracted worldwide attention." In the World Cup finals, Argentina won the championship, and Messi held the World Cup, hunched over, and jumped forward in small steps. "This is an accidental move, but it fits perfectly with the rhythm of Good Morning Long Return."

  Rebuild confidence

"As an artistic creator, I am very happy that my works can be recognized, sung and used by everyone." Yuan Shuxiong said that the background of this song is the dawn. "I think its success is mainly due to a positive energy. Now society needs positive energy. "

In 2011, at the invitation of the main leaders of Longhui County Committee, the singer Yuan Shuxiong returned to Longhui as a special talent, became a music specialist in the county cultural center, continued to shine in his hometown, and created many popular songs. Later, he was awarded the title of "Love Singer" by china charity federation for his active participation in public welfare undertakings, and at the same time became the image ambassador of Longhui, the image ambassador of social poverty alleviation, and the member of the eighth and ninth sessions of Longhui County of the CPPCC.

After the COVID-19 epidemic, Yuan Shuxiong wrote several songs related to the fight against the epidemic, including "I remember your name" and "Good morning".

At the beginning of the epidemic, the people of the whole country were concerned about Hubei, and Longhui County also sent its own medical staff to support it. When they set out in high-speed railway station, Changsha, Xu Dazhe, deputy secretary of the Hunan Provincial Party Committee and governor who saw them off at that time, called the roll: "The youngest is a nurse from Longhui. I remembered her name, Linlin Chen, who just turned 20."

"After watching the TV news, my blood boiled. I wrote" I remember your name "that night, singing for the retrograde heroes and expecting them to return safely." Yuan Shuxiong said.

Songs can give people strength, but also bring people confidence and hope in facing difficulties. "At the end of 2020, the epidemic lasted for nearly a year. Many people were confused about the future and hoped to see the sun and dawn as soon as possible. I spent two days creating "Good Morning and Long Return", encouraging everyone to regain their confidence in life and praying for the peace and happiness of the people in their hometown. " Yuan Shuxiong said, as the lyrics sang, "You gave me infinite strength to move forward bravely."

After two years, as the pathogenicity of Covid-19 weakened, the epidemic prevention and control policies were continuously optimized and adjusted.

Yao Jiaxin, 37, is a singing anchor from Jilin. He didn’t travel for a long time because of the epidemic, and he began to yearn for this county town in Hunan because of the song "Good Morning Long Hui", so he started a trip.

In seven days, he listened to this song all the way forward and broadcast live. Finally, he drove more than 3,000 kilometers, crossed more than half of China, arrived in Longhui high-speed railway station and met Yuan Shuxiong, and sang "Good Morning Longhui" for the live camera. In the comments of netizens, this song has been endowed with more and more symbolic meanings, about football, about dreams and about courage … …

  Small town is not small

The explosion of "Good Morning Longhui" made Longhui County brush a wave of existence in the whole network.

"I also have to sigh that the vitality of this song is too strong." Yuan Shuxiong said that he once thought of naming it "Good Morning China" or "Go All the way", but later he thought that as the image ambassador of Longhui, he had the responsibility to promote his hometown.

It is not uncommon for a song to bring fire to a city. "Chengdu" and "The Shepherd of Cocoto the Sea" all have examples. However, many people began to worry that the "small town" behind the song would "be able to accept 20 billion flows".

In fact, Longhui County is a city with a population of millions, with rich tourism resources, beautiful natural scenery and profound cultural heritage. At present, it has one national 4A scenic spot (Dahuayao Tiger Mountain Scenic Spot), five national 3A scenic spots (Weiyuan Hot Springs, Wei Yuan’s former residence, Longyao Valley, Xiangjia Niutianling and Xiangjiao Dongcang Winery), one national cultural relics protection unit (Wei Yuan’s former residence) and a beachhead. The unique folk customs of Huayao in China, the annual traditional programs of Yao family to pray for the festival and to pray for the conversion of the current family have attracted a large number of tourists to visit.

There are wonderful natural scenery, clean and tidy environment, virtuous and friendly humanities and vibrant industries. Around six key industrial chains, such as eco-cultural tourism, Chinese herbal medicines mainly including honeysuckle and dragon’s tooth lily, selenium-enriched agricultural products processing mainly including peppers, medical care and health care, intelligent manufacturing of light industry and new energy, Longhui County is building a number of landmark industrial clusters, industrial bases and key enterprises.

On the evening of December 28th, 2022, Changsha Research Institute of Pangu think tank and Longhui County Party Committee and Government invited more than 400 government officials, experts and scholars, media leaders, investors, tourism practitioners and celebrities from Longhui to "screen" the night talk, and tapped the profound cultural heritage of Longhui through the opportunity of "Good Morning Longhui", helping Longhui in the dimensions of "music+cultural tourism+industry+policy".

"The popularity of" Good Morning Long Hui "is an accidental event and a miracle created by the Internet." Liu Jianhong, a famous host and football commentator, said that when a city has such a large natural traffic IP and a good index, it gives Longhui a good opportunity and window to make good use of this IP for extension processing and become an important starting point for urban marketing and rural revitalization.

Shen Zuoping, head of Pangu think tank Cultural Travel Research Institute and general manager of Majestic Cultural Travel, believes that good morning will only be mentioned if you stay overnight. It is necessary to do a good job of "good morning" and create a healthy 48-hour product system.

After Yao Jiaxin returned, he put this chorus video on the top of his Tik Tok. Yuan Shuxiong also sent an invitation to the majority of netizens: "I hope that netizens who like songs will come back and have a look."

Small town, big heart. The epidemic has passed, tourism has recovered, and Longhui is embracing every better morning and saying "good morning" to people.

Exploring the Giant Panda National Park —— A Paradise for Harmonious Coexistence between Man and Nature

Poster design: Sun Yao, yangjin

Xinhua News Agency, Chengdu, May 24th Topic: Exploring the Giant Panda National Park-Building a Paradise for Harmonious Coexistence between Man and Nature.

Xinhua News Agency reporters Yang Sanjun, Zhang Hailei and Yu Li

This is a "panda ecological corridor", which spans Sichuan, Shaanxi and Gansu provinces and is home to more than 80% of the wild giant pandas in China.

This is an ecological home protected by an umbrella. In addition to the giant panda, there are more than 8,000 kinds of wild animals and plants such as snow leopard, Sichuan golden monkey, green-tailed rainbow pheasant, crested ibis, Davidia involucrata and Taxus chinensis.

This is a classic successful case known as global wildlife protection. After several generations of scientific protection, the threatened degree of giant pandas has been reduced from "endangered" to "vulnerable".

All creatures, beauty and beauty are in common. In today’s Giant Panda National Park, a beautiful picture of harmonious coexistence between man and nature is slowly unfolding.

"Rebirth" of the Giant Panda Kingdom

The 93-year-old Hu Jinchu is known as the "panda expert", who witnessed the start and development of the panda protection in China.

Time goes back to the early 1970s. At that time, US President Nixon received two giant pandas during his visit to China, and a "panda fever" quickly set off around the world. As the hometown of giant pandas, China doesn’t know much about the distribution and quantity of its "national treasure".

Soon, Hu Jinchu was appointed to lead the first field investigation and study of giant pandas in China. With two legs and a telescope, the investigation team began to climb mountains and drill forests. After four and a half years of arduous field investigation, a report on the investigation of precious animal resources in Sichuan Province with more than 200,000 words was formed. In 1978, the world’s first giant panda field ecological observation station "Wuyi shed" was established in Wolong, Sichuan.

From field tracking research to artificial captive breeding, from wild release to habitat protection, from field monitoring to individual meticulous management, generations of researchers have contributed wisdom and youth to the cause of giant panda protection.

The results of the fourth national giant panda survey show that by the end of 2013, the number of giant pandas in the wild reached 1864. In 2016, IUCN announced that it would reduce the threat level of giant pandas from "endangered" to "vulnerable".

Wang Fang, an expert from the Expert Committee of Giant Panda National Park, believes that the protection of giant pandas has made remarkable achievements. What needs to be further solved in the next step is to alleviate the fragmentation of habitats and the relatively scattered isolation between populations.

In December 2016, China adopted the Pilot Program of Giant Panda National Park System. On October 12, 2021, the Giant Panda National Park was formally established, covering Sichuan, Shaanxi and Gansu provinces, with a total area of about 27,000 square kilometers.

"On the basis of integrating the original protected areas, the Giant Panda National Park aims to maintain the integrity and authenticity of the ecosystem, explore new modes of ecological civilization construction, and realize the harmonious coexistence between man and nature, so that the giant panda can better inhabit, survive and reproduce, and provide protection for the long-term protection of the ecosystem." Xiang Kewen, director of the Giant Panda National Park Administration, said.

This is an imposition photo: in 2020, the staff discovered a new orchid species, Agastachys wolongensis (upper left), in Wolong area of Giant Panda National Park; On January 22, 2021, the rock sheep (bottom left) was photographed by the outdoor infrared camera in Wang Lang area of Giant Panda National Park; On August 19th, 2021, the snow leopard (right) was photographed by the outdoor infrared camera in Wang Lang area of Giant Panda National Park. The Huangtuliang Corridor, located in the north of Sichuan, connects Pingwu County and Jiuzhaigou County. In the past, because of the Panshan Highway and human activities along the road, giant pandas have long faced "difficulty in getting married". However, since the Panshan Highway was turned into a tunnel, the vegetation gradually recovered, and animals such as giant pandas and takins appeared on the hillside more and more frequently.

It is understood that nine giant panda corridors and seven wildlife passages have been completed in the Giant Panda National Park, and 128.5 square kilometers of vegetation has been restored, creating favorable conditions for the exchange of isolated small populations of giant pandas. In addition, China Giant Panda Conservation and Research Center helps gene exchange among giant panda populations through the forms of wild rescue and artificial wild release. At present, 11 giant pandas have been trained in the wild and released to nature.

Exploration of protection and development in parallel

The Giant Panda National Park is divided into core protected areas and general controlled areas, which are included in the red line management of ecological protection, and strict differentiated control is applied to human activities and development and production project construction activities. How to solve the contradiction between protection and development?

Yingjing County is an important habitat for the wild giant panda population in Daxiangling Mountain, and 48.7% of the county area is included in the Giant Panda National Park. However, this small mountainous county used to rely heavily on the "three-headed economy" of coal mines and granite plates (stones), forest harvesting (wood) and small hydropower (water head), which were mainly based on extensive mining and simple processing. The proportion of "three-headed economy" in county economy was as high as 70%.

The staff carried out patrol in Tangjiahe area of Giant Panda National Park (photo). Xinhua news agency

The traditional industry of "relying on mountains to eat mountains" is unsustainable, and industrial transformation is imperative. Gu Yujun, secretary of Yingjing County Party Committee, said that in recent years, the county has raised nearly 1 billion yuan, closed more than 140 mines, small hydropower stations and small wood and stone processing plants, and transformed into resource-saving and environment-friendly new building materials, forest health and vacation, and green organic agriculture. Today, the proportion of "three-headed economy" in the county economy has dropped to 10%.

Development Village of Longcanggou Town, Yingjing County is a well-known "Panda B&B Village". Guo Hongmei was married from Yibin to the daughter-in-law of Development Village, and she and her husband were the first to open "farmhouse music" in the village. After continuous expansion and upgrading, their "farmhouse" has 22 rooms, with an annual income of 300,000 to 400,000 yuan.

"We have not only wild animals such as giant pandas, but also virgin forests and contiguous wild Davidia involucrata forests." Guo Hongmei receives more than 100 groups of guests every year, many of whom are "repeat customers".

In Luoyigou Village, which is adjacent to Tangjiahe District of Giant Panda National Park, a "community rolling development fund" has been established to feed back the villagers, and community economic cooperatives, beekeeping professional cooperatives and fruit professional cooperatives have been established successively to help the villagers develop characteristic agriculture and eco-tourism that meet the protection requirements.

Yang Tingxiu, a 56-year-old villager in Luoyigou Village, keeps dozens of boxes of bees at home, and runs a "farmhouse", earning more than 100,000 yuan a year. "The ecology is getting better and better these years, and our days are better." Yang Tingxiu also has small troubles in his happiness. "There are often deer, monkeys and wild boars running to the fields to eat crops."

Chen Limin, the person in charge of Tangjiahe area of Giant Panda National Park, told the reporter that they have formulated management measures to carry out the pilot work of compensation for wildlife accidents in Luoyigou Village by raising funds.

Xiang Kewen believes that during the construction of the Giant Panda National Park, the new path of integration of protection and development explored by Sichuan has effectively resolved the objective conflict between people and animals for the environment and between protection and development for space, and provided experience for similar areas to establish a nature reserve system with national parks as the main body.

With the protection of national parks, the frequent occurrence of giant pandas has now become "news that is not news". Snow leopards, Asian black bears, crested deer and red-bellied pheasants also appeared. New species of plants, such as Saussurea involucrata and Impatiens elongata, have also been discovered.

The villagers who enjoy the ecological dividend have obviously enhanced their awareness of protection, and they began to join the protection team spontaneously.

On May 10th, Yu Jia Hua Gang, a 72-year-old villager from Chashan Village, Fengyi Town, Maoxian County, Sichuan Province, attended the latest patrol. He said, while you can still walk, go to Jiuding Mountain several times more.

Jiuding Mountain area is located in the middle of Longmen Mountains in Minshan Mountain system, and the ecological environment is generally good, so the giant panda has been able to reproduce so far. However, in the 1990s, due to human activities, tens of thousands of acres of vegetation on Jiuding Mountain were destroyed, and the number of wild animals dropped sharply.

"It can’t go on like this." Yu Jiahua, a former hunter, and his younger brother put down their shotguns and began to patrol the mountains against poaching.

Dismantling the wire rope sheath, publicizing and protecting, patrolling the mountain … Since 1995, they have been working spontaneously for 27 years. The patrol team continued to grow, and Yu Jiahua’s family went into battle for three generations. More than 500 villagers from surrounding villages were also mobilized to patrol the mountains, and a farmer patrol team was spontaneously established.

It is not easy to patrol the mountain road for 27 years. They walk on the mountains at an altitude of 3000 meters to 5000 meters all the year round, eating dry food and drinking cold snow water, and walking for dozens of kilometers on a patrol. Where the rock wall is steep, the patrol members can only drag the branches to climb the mountain.

In Feihong Community, longchi town, Dujiangyan City, the entrance community of Giant Panda National Park, there is a plateau giant panda habitat protection community. Villagers set up patrol teams to regularly patrol about 30,000 mu of forest land in the protection community.

Wang Xianxiang, a 61-year-old resident, is the oldest patrol member. He often takes his grandson and granddaughter to participate in various nature education activities in Dujiangyan Management and Protection Station of Giant Panda National Park. "I hope the next generation will pass on their love for nature."

Li Sheng, a researcher at Peking University College of Life Sciences, believes that the protection of giant pandas is a classic success story of global wildlife protection, from fragmented habitats to national parks as a whole, from "Jiulong Water Control" to unified management, which reflects the effectiveness of ecological protection and biodiversity protection in China.

Be alert! The "hidden danger" behind the "small cigarette card"

Recently,

A game called "Smoke Card"

Quietly popular among primary and secondary school students

For the health and growth of children.

Has brought a threat that cannot be ignored.

The "cigarette card" is made of discarded cigarette cases.

The students tore off the lids of various cigarette cases.

Fold into a rectangular card

Put your hands together and hit the ground with your empty palm.

If a cigarette card is hit by the palm wind and turned over, it will win.

not only that;nay

Students will also be based on the price of cigarettes

Divide "cigarette cards" into different grades.

Some children are already familiar with the "grade" and price of cigarettes

Some students are addicted to taking "cigarette cards"

There are also students who shoot "cigarette cards" which are out of the game level.

This seemingly harmless toy

In fact, there are many hazards hidden.

Remind parents to pay attention!

The harm of "cigarette card"

Misleading smoking behavior: the "cigarette card" is based on real cigarettes, which easily makes children mistakenly think that smoking is a normal and universal behavior. This kind of misleading may lead children to form wrong values when they grow up, and even try to really smoke.

Harm to health: Although the "cigarette card" itself does not contain tobacco, long-term imitation of smoking behavior may lead children to develop bad habits, which in turn will affect respiratory system and cardiovascular health. In addition, children may eat harmful substances on the "cigarette card" by mistake during playing, which may cause potential harm to the body.

The sanitary situation is worrying: it is not difficult to find that children have become low-headed overnight, and they don’t even miss the opportunity to find cigarette cases discarded by adults when they walk! What’s more, directly rummaging through the trash can, the hygiene level of the cigarette card is naturally unimaginable, and all kinds of viruses associated with it will easily infect children and spread rapidly. Moreover, many children kneel or lie prone on the ground after class to play "cigarette card" games with their classmates, which is unsanitary and uncivilized.

Affect mental health: The popularity of "cigarette cards" may make children feel anxious and compare with others. Some children may have excessive consumption and waste in order to have more "cigarette cards" or more unique "cigarette cards" styles. This mentality is extremely unfavorable to children’s mental health and growth.

Inducing illegal crimes: Some illegal businesses may manufacture and sell fake and inferior "cigarette cards" for profit. These products may contain harmful substances and pose a threat to children’s health. At the same time, the purchase and use of fake and shoddy "cigarette cards" may also involve illegal and criminal acts, which will have a negative impact on children’s legal awareness and moral concepts.

Impairment of learning ability: Overindulgence in the collection and play of "cigarette cards" may make children ignore the cultivation of learning and interest. This bad habit will affect children’s academic performance and all-round development, and will have a negative impact on their future study and life.

How to guide children correctly

Strengthen safety education

Parents should cultivate their children’s safety awareness, guide them to understand the dangers of addiction to "cigarette card" games, guide them to establish correct values and outlook on life, enhance their self-protection awareness and resist temptation, and let them actively stay away from "cigarette card" games, and consciously do not collect, compare or play.

Insist on setting an example

Parents should be more alert to the "cigarette card", fully understand the hidden dangers of the "cigarette card" game, and do not regard the "cigarette card" game as an opportunity for children to play in childhood and integrate into the group. Do not offer "cigarette cards" and do not smoke in front of children.

Do safety supervision well.

In daily life, parents are asked to supervise their children and not to let them bring "cigarette cards" into the campus. At the same time, the waste cigarette cases at home should be destroyed immediately, and children should not be given the opportunity to contact cigarette cases.

Actively cooperate with education

For the sake of children’s healthy growth, parents are requested to earnestly assume the responsibility of guardianship, fully support and actively cooperate with the school’s education work, and jointly educate their children to stay away from the bad behavior of collecting cigarette boxes to make "cigarette cards" and participating in "cigarette cards" games.

Strengthen accompanying growth

Advocate parents and friends to put down their mobile phones as much as possible, reduce screen time, devote themselves to family life, carefully plan their leisure time with their children, take their children to participate in beneficial activities, enhance parent-child interaction and dialogue, and accompany their children to grow up healthily.

Create a smoke-free environment

Citizens should not smoke in all kinds of public places, take the initiative to participate in smoking ban and tobacco control activities, and give friendly reminders and exhortations to those who smoke and throw cigarette butts in public places to create a smoke-free environment and a beautiful home.
