Chapter I General Provisions

Article The duties of the rural revitalization assistant are: to help strengthen rural party building, develop characteristic industries, build beautiful countryside, improve the governance level, and serve and guarantee the implementation of the rural revitalization strategy.
Article 4 The management of rural revitalization assistants adheres to the principle of "who uses people, who benefits and who is responsible", and insists on paying equal attention to strict management and love, encouragement and restraint, and training and use.
Article 5 The management of rural revitalization assistants is led by the human resources and social security department, and is jointly organized and implemented by organizations, agriculture and rural areas, education, finance and other departments. Establish a four-level management system of city, district, township and village, and coordinate and promote the work of rural revitalization assistants.
(a) the main responsibilities of the municipal:
1. Formulate and improve policies, carry out policy publicity and organize their implementation;
2. Make recruitment plans, publish recruitment announcements, and organize registration and examinations;
3. Co-ordinate the work of personnel management, training and employment in this Municipality;
4. Improve the management methods of transfer payment funds for college graduates’ "three supports and one support" plan, arrange transfer payment funds, and support the implementation of policies.
(2) Responsibilities at the district level:
1. Implement relevant policies and requirements, and establish and improve institutional measures in this area;
2. Organize and implement the examination, physical examination, inspection and publicity in this area;
3 to strengthen the management of rural revitalization assistants in this area, and organize the annual assessment and expiration assessment;
4. Guide and coordinate towns and villages to do a good job in the daily management, training and employment of personnel, and the expiration of employment;

(3) Township responsibilities:

Chapter II Open Recruitment
Article 6 The overall size of the city’s rural revitalization assistants is controlled at 2000, which is determined according to the actual needs of the grassroots every year.
Article 7 A rural revitalization assistant shall meet the following basic conditions:
(1) Having People’s Republic of China (PRC) nationality;
(two) good ideological and political quality, support the party’s line, principles and policies, and have a firm and correct political direction;
(three) interested in taking root in rural areas and serving rural revitalization;
(four) abide by the law, obey the arrangement, and have a strong sense of organizational discipline;
(5) Having the physical condition, psychological quality and working ability to perform their duties normally;
(6) Generally, it is a fresh graduate of Beijing Shengyuan with a bachelor’s degree or above, and the ecological conservation area can be relaxed to a college degree in combination with the actual situation;
(7) Under the same conditions, graduates from party member, returning to their original places, agriculture-related or informatization majors are preferred;
(eight) meet other conditions required by the recruitment position.
Article 8 Recruitment should generally go through the following procedures:
(1) Making an announcement. The Municipal Human Resources and Social Security Bureau takes the lead in formulating the recruitment plan and issuing the recruitment announcement.
(2) Organizing registration. Cities, districts and colleges and universities jointly do a good job in publicity and mobilization, and encourage college graduates to actively register.
(3) Examination. The city and district jointly organize the examination.
(4) Physical examination, inspection and publicity. Each district is responsible for organizing physical examination, inspection and publicity.
(5) filing. After the publicity, each district will submit the list of persons to be employed to the Municipal Human Resources and Social Security Bureau for the record.
Article 9 The rural revitalization assistant signs a labor contract with the township, with a contract period of 5 years. The working time is calculated from the date of the service period, and the length of service at the grassroots level is calculated as the length of service.
Article 10 According to the actual situation of the region, each district assigns rural revitalization assistants to work in the village according to the needs of the work, and organizes rural revitalization assistants to report and work.
Article 11 The personnel files of rural revitalization assistants are transferred to the human resources public service institutions in the district where they work, and the party-group relationship is transferred to the grassroots party-group organization where they work.
Article 12 The work and living allowance for rural revitalization assistants has basically reached the wage income level of newly recruited staff from college graduates in this township organ after the probation period expires, and an assessment and reward mechanism has been established. Participate in social insurance, handle housing accumulation fund procedures according to the policies of the state and this Municipality, pay a one-time resettlement fee according to the regulations, and organize to participate in major diseases and personal accident insurance.
Chapter III Daily Management
Article 13 Ensure the working hours of rural revitalization assistants in the village, and prohibit interception and long-term secondment. With the approval of the District Human Resources and Social Security Bureau, you can organize to participate in township stage work or short-term job training in a planned way. Approved by the Municipal Human Resources and Social Security Bureau, it can organize and participate in centralized work such as major activities or urgent tasks in the city and district according to needs.
Article 14 Establish leave and attendance system:
(a) rural revitalization assistant leave for 3 days and less, with the consent of the village where the work is reported to the township for approval; Leave for more than 3 days, with the consent of the working village, reported to the township for approval, and reported to the District Human Resources and Social Security Bureau for the record.
(two) the village is responsible for the attendance of the rural revitalization assistant, and submits the attendance to the township on a monthly basis, and the township regularly submits it to the District Human Resources and Social Security Bureau for the record. Attendance results are linked to the payment of work and living allowances.
Article 15 Rural revitalization assistant to implement daily performance and work performance assessment. The assessment is divided into usual assessment, annual assessment and expiration assessment, and the assessment results are divided into three grades: excellent, qualified and unqualified. Usually, the proportion of excellent grades in assessment accounts for about 40% of the number of participants in assessment, and the proportion of excellent grades in annual assessment and expiration assessment does not exceed 20% of the number of participants in the same batch in this area. The assessment results are linked to training, use, rewards and punishments.

The rural revitalization assistant submits the monthly work documentary, and the village party organization puts forward assessment suggestions according to its daily performance, task completion and monthly attendance. The township studies and determines the assessment results and reports them to the District Human Resources and Social Security Bureau for the record. Usually, the assessment materials are filed by the township for future reference.
(2) The annual assessment is implemented by the District Human Resources and Social Security Bureau, with the working year as the assessment cycle. The district human resources and social security bureau comprehensively evaluates the work performance of rural revitalization assistants, the opinions of villages and towns, and the usual assessment results. Personnel with excellent grades in annual assessment are generally produced among those whose assessment results are excellent at ordinary times.
(three) the expiration of the assessment by the District Human Resources and Social Security Bureau, in the rural revitalization assistant contract expires. The district human resources and social security bureau comprehensively evaluates the work performance of rural revitalization assistants, opinions of villages and towns, and annual assessment results. Personnel with excellent grades after the expiration of the assessment period are generally produced among those whose annual assessment results are excellent.
The Human Resources and Social Security Bureau of each district organizes rural revitalization assistants to fill in the Registration Form for Annual Assessment of Rural Revitalization Assistants and the Registration Form for Expired Assessment of Rural Revitalization Assistants, and store them in my personnel file.
Article 16 Rural revitalization assistants are included in the "three supports and one support" plan of this Municipality. If they have served for one contract period and passed the examination, they will be awarded the "three supports and one support" service certificate for college graduates and enjoy the relevant preferential policies of the state and this Municipality.
Article 17 In case of any major situation such as safety or health of rural revitalization assistants, the District Human Resources and Social Security Bureau shall report to the Municipal Human Resources and Social Security Bureau in a timely manner.
Article 18 Rural revitalization assistants should consciously abide by various rules and regulations. Violation of discipline, according to the relevant provisions; Those suspected of violating the law and committing crimes shall be transferred to judicial organs for handling according to law.
Article 19 Rural revitalization assistants who terminate the labor contract in advance shall enter the human resources market to choose their own jobs in accordance with relevant regulations.
Article 20 The District Human Resources and Social Security Bureau shall specify the person responsible for the application of the management information system of "three supports and one support" for college graduates, and do a good job in information collection, reporting and updating in a timely manner.
Chapter IV Cultivation and Use
Article 21 Rural revitalization assistants shall be trained in different levels and categories, and each person shall be trained for no less than 80 hours a year, focusing on the construction of rural grassroots organizations, rural governance, and village-level economic development.
(a) to carry out municipal rotation training for newly recruited rural revitalization assistants every year, and organize about 100 rural revitalization assistants to participate in municipal demonstration training.
(two) each district is responsible for organizing the training of rural revitalization assistants in this district, and the pre-job training is generally not less than 40 hours.
(three) towns and villages in combination with the actual situation, through centralized teaching, training on behalf of the meeting, study tours and other forms of education and training.
Rural revitalization assistant to participate in full-time study or training must be reported to the District Human Resources and Social Security Bureau for approval.
Article 22 Villages and towns should give full play to the role of "mentoring" of township cadres, village cadres, veteran cadres and old party member, and adopt the method of "one teacher and one apprentice" to identify a training contact person for rural revitalization assistants to improve their working ability.
Article 23 Actively guide and encourage rural revitalization assistants to innovate and start businesses in rural e-commerce, rural cooperative economy, leisure agriculture and rural tourism based on the industrial characteristics and their own advantages. We will implement preferential policies and services in industrial and commercial registration, tax reduction and exemption, bank account opening, financing loans and social insurance payment. All districts should combine the entrepreneurial effect of rural revitalization assistants with the work of evaluation, renewal and mobile development to stimulate the vitality of innovation and entrepreneurship.
Article 24 Township Party committees should guide the village party organizations to strengthen the education and management of party member, the rural revitalization assistant, and pay attention to the development of party member among outstanding rural revitalization assistants.
Article 25 All districts should incorporate outstanding rural revitalization assistants into the village-level reserve talent team and support the members of the village "two committees" team. As the village "two committees" full-time and outstanding performance of rural revitalization assistant, can be included in the township reserve talent team.
Article 26 Party organizations at all levels should actively recommend rural revitalization assistants with good comprehensive quality and strong deliberation ability as representatives of party congresses, people’s congresses, CPPCC members, league congresses and women’s congresses at all levels, and unblock the channels for rural revitalization assistants to participate in decision-making.
Chapter V Expired Employment
Article 27 Encourage rural revitalization assistants to take root in rural grassroots;
(1) Those who have completed one contract period and performed well in the village may be renewed according to the wishes of both parties and according to the prescribed procedures.
(two) elected members of the village "two committees" team, can extend the contract period to the village "two committees" term expires.
Article 28 Support the multi-channel differentiated mobile development of rural revitalization assistants who have expired their contracts and passed the examination;
(a) according to the provisions of the directional examination of civil servants.
(two) to organize the special recruitment of institutions, and if there is a vacancy in the grass-roots institutions where the rural revitalization assistant works, it can be directly hired, and the probation period is no longer agreed.
(3) Encourage enterprises to attract talents and support innovation, entrepreneurship and flexible employment.
(four) the implementation of the policy of extra points for postgraduate entrance examination and support for further study.
Article 29 All districts should accurately grasp the employment situation of rural revitalization assistants at the expiration of the contract, establish employment accounts, register employment destinations, and provide employment guidance, employment introduction and other services to unemployed rural revitalization assistants.
Chapter VI Supplementary Provisions
Article 30 These Measures shall be interpreted by the Organization Department of the Municipal Party Committee, the Municipal Committee of Agriculture, the Municipal Human Resources and Social Security Bureau, the Municipal Education Commission and the Municipal Finance Bureau.
Article 31 These Measures shall come into force as of the date of issuance.
