  In blind soccer, except the goalkeeper’s vision is normal, other blind players need to know the direction by sound: there are six groups of bells in the No.4 football liner used in the game, and the sound of the bells indicates the position of the ball. Behind the opponent’s goal stood an attack guide, who, together with the coach of the midfield and the goalkeeper of his own side, marked the attack and defense area by shouting.   Bilali Yasen was one of the first players to join the team and was called "King of Strength". Just four months ago, he and three other blind teenagers flew more than 5,000 kilometers to Shanghai.   Bilali is a B1 blind athlete. B1 means totally blind, with no vision and no light perception.

  A completely blind life, slow and quiet. They touch the wall and walk on their classmates’ shoulders. In school, blind children can choose musical instruments or handicrafts, but it is a luxury to want to run freely.

  Xinjiang is a hot spot for football, and Kashgar has a "son doll" football team. In 2021, two Kashgar sports coaches went to Shanghai School for the Blind for training. Later, they came to shache county Special Education School and brought a new word "soccer for the blind" that no one had heard of. On that day, what did you feel when you heard that you could play football? For Bilali, he felt as if there was light in his empty eyes, and his body became restless, as if talking about an addictive thing.

  In Shanghai, things are also changing. The documentary crew of "Feed the Football Team" wanted to record the lives of children in special groups. Producer Su Yiyan visited Zhang Jian, the head coach of Shanghai Blind Football Team. Zhang Jian is one of the first blind football coaches in China and has nearly 20 years of experience in blind foot training. In June this year, Zhang Jian went to shache county Special Education School to carefully organize football training, and selected four players to come to Shanghai for training and competition. With many efforts, a 40-meter-by-20-meter stadium was copied to shache. Artificial grass replaced the hard plastic floor. Baffles more than one meter high were installed around the stadium. The goal is covered with thick soft material to reduce the risk of collision.

  At present, the "Feed the Football Team" has 13 players. They have a bigger dream and hope to represent Xinjiang team in the 2025 National Paralympic Games.

  Football for the blind is a game to overcome fear.

  13-year-old Adelijiang Tulson is in the sixth grade this year, the youngest of the four teenagers who came to Shanghai. His skin is white and his eyes are big. If he is not completely blind, he should have a flying look. Such a delicate and pretty Adelijiang broke his arm in training. "He also cried." Billy smiled and said. Adelijiang smiled shyly and didn’t speak.

  When I first arrived in shache, Zhang Jian’s family visited the parents of every blind foot player. Enthusiastic parents served mutton and asked him to have a good time. However, Zhang Jian has a serious thing to say: he will get injured on the court in the future if he participates in blind football. Usually take care to protect children, but now you have to face the risk of injury. Can you accept it?

  The threshold for the introduction of blind football is to run. Generally, when running, the center of gravity leans forward, the forefoot is pushed to the ground, the arms are folded, and the movements are coherent. Blind people are used to crossing the river by feeling the stones, with their hands slightly open and their body center of gravity backward, which is called "blindness". Even knowing that the front is empty and flat, it is difficult to overcome the instinctive fear.

  No one wants to see children get hurt, but football for the blind means taking risks. To some extent, blind children are "over-protected" in their lives. Now, they need to go beyond their psychological bottom line.

  To learn to run, learn to fall first. Zhang Jian has seen too many injuries, such as broken ankles, broken nose … Whether the young seeds can be cultivated depends on whether they can break through the psychological barrier. In shache, Zhang Jian took a fancy to 16-year-old Nur Abdulla Yusupu and brought him to Shanghai. The child has outstanding sense of the ball, fast action speed and can skillfully make moves such as pulling the ball and turning around. His eyes still have some light perception, perhaps because of this, he has more scruples in running than a completely blind child.

  In order to overcome this fear, Zhang Jian thought of many ways. Before the start, he told the team that you are far from the opposite baffle and have enough sprint distance. He commanded the players to chase the ball and heard the bell ringing, indicating that the ball was still rolling and the front was safe. With the deepening of training, Nur Abdulla has never been able to shake off his psychological fear. Zhang Jian said: "It’s a pity that he should wear a blindfold during the game.   Nur Abdullah finally decided to quit the football team. He has come a long way on this adventure. Bilali also thought about giving up playing football, and Adi Lijiang also thought about giving up.   Help teenagers integrate into normal life with confidence.

  Ibrahim Abdul Waili, a ninth-grade student with a disabled left eye, is the main striker and captain of the team. He scored twice against the Shanghai Blind Football Team. He used to be a little fat and physically weak. Since he participated in the training and competition of the football team, he has been much stronger, and his height has increased from 1.70 meters to 1.86 meters. He said: "Mom and Dad are very happy to see the changes that exercise has brought me."

the firstIn order to promote the construction and management of non-legacy workshops in Shanxi Province, strengthen the protection of non-legacy workshops, increase employment, consolidate the achievements of poverty alleviation, and help rural revitalization, these measures are formulated in accordance with the spirit of the Notice on Continuously Promoting the Construction of Non-legacy Workshops to Help Rural Revitalization issued by the General Office of the Ministry of Culture and Tourism, the General Office of Ministry of Human Resources and Social Security, and the Comprehensive Department of the National Rural Revitalization Bureau, combined with the actual situation in our province.

ArticleCounty-level cultural and tourism departments, together with human resources, social security and rural revitalization departments, are responsible for the selection, identification and management of non-legacy workshops.

Article 4Meet the following conditions, you can declare the non-legacy workshop:

(a) relying on one or more non-legacy representative projects, or traditional handicrafts with characteristics and certain mass base and market prospects to carry out production;

(two) there are leading enterprises, cooperatives or leaders in the construction and operation of non-legacy workshops;

(3) Having the site, water and electricity heating, tools and equipment for production;

(four) there are specific systems and measures to help the people out of poverty (including the monitoring object of preventing poverty, the same below) and put them in place, so as to attract more people out of poverty and achieve good results;

(5) Having a standardized management and production system and paying labor remuneration in full and on time;

(six) the products produced have good market prospects, and there are platforms and channels for display and sales;

(seven) to carry out skills training for employees on a regular basis;

(eight) the enterprise or individual has good credit and no illegal acts.

Article 5Non-legacy poverty alleviation and employment workshops that have been established in poverty-stricken areas will be included in the support scope of non-legacy workshops in accordance with the regulations.

Article 6In principle, the declaration of non-legacy workshops is carried out once a year.

Article 7The following materials shall be submitted to declare the intangible cultural heritage workshop:

(a) the name and address of the intangible cultural heritage workshop, the name, inheritor, category and level of the intangible cultural heritage project, or the name and main business of traditional handicrafts;

(two) the original (for verification) and copy of the site lease contract, real estate license or land use certificate;

(3) Employees’ information, including the information on the employees of the poverty-stricken population, the original (prepared) and photocopy of the signed labor service agreement or contract, and the Employment Roster for Absorbing the Labor Force from Poverty-stricken Families;

(four) the basic information and vouchers of operating income and salary payment;

(five) other supporting materials to prove that they meet the conditions for recognition.

Article 8Procedures for identifying non-legacy workshops:

In accordance with the principle of territorial management, the non-legacy project business entities and production and processing points voluntarily apply, and the township (street) will be jointly recognized by the county-level cultural and tourism department in conjunction with the human resources and social security and rural revitalization departments at the same level after passing the preliminary examination.

(a) the township trial. The township (street) government shall conduct a preliminary examination of the application materials and conduct on-the-spot investigation and verification, confirm those that meet the requirements, and submit the relevant materials to the county-level cultural and tourism departments after signing and sealing.

(2) County-level review. After reviewing the application materials, the county-level cultural and tourism departments will jointly review with the management departments of rural revitalization, human resources and social security, finance, etc., and the review will follow the principles of fairness, impartiality and openness.

(3) publicity. The county-level administrative department of culture and tourism will publicize the list of institutions to be identified as non-legacy workshops on the government portal website for 5 working days.

(4) Confirmation and filing. Those who pass the evaluation and publicity shall be recognized, and awarded the "non-legacy workshop" plaque or related logo, and reported to the provincial and municipal competent departments for the record.

(5) establish files. Accurately and truly record the evaluation of the non-legacy workshops, collect and summarize all the information and results of the evaluation of the non-legacy workshops, archive and properly keep the minutes of the evaluation meetings, and establish a complete evaluation file of the non-legacy workshops.

Article 9County-level cultural and tourism administrative departments, human resources and social security, and rural revitalization departments should do a good job in the guidance, supervision, and service of non-legacy workshops, and take the following measures to support the work of non-legacy workshops:

(1) Support willing enterprises, cooperatives and leaders to set up non-legacy workshops in poverty-stricken areas, key counties for rural revitalization, and ex situ poverty alleviation relocation and resettlement areas. Encourage other regions to build non-legacy workshops, incorporate the construction of non-legacy workshops into the rural revitalization work system in this region, explore the work of non-legacy assistance to rural revitalization, and promote the sustainable development of non-legacy workshops.

(two) will meet the conditions of the intangible cultural heritage workshop project into the county to consolidate and expand the achievements of poverty alleviation and rural revitalization project library, to give corresponding support.

(3) Support non-legacy workshops to cultivate characteristic labor brands and improve the employment quality of non-legacy workshop personnel. Non-legacy workshops recognized as provincial-level labor brands enjoy relevant support policies.

(four) if the intangible workshop is identified as an employment assistance workshop, it will enjoy the employment assistance workshop support policy. If it is recognized as an employment assistance base, it will be given a one-time award of up to 250,000 yuan according to regulations. Eligible candidates are selected as intangible productive protection demonstration bases and intangible tourism experience bases, and enjoy relevant support policies.

(5) If all kinds of workers set up non-legacy workshops, they shall be given policy support such as tax reduction and exemption, venue arrangement, business guarantee loans and interest subsidies, one-time business start-up subsidies and business start-up training subsidies in accordance with relevant regulations.

(6) Support qualified leaders of intangible cultural heritage workshops to select representative inheritors of intangible cultural heritage at all levels, rural cultural and tourism talents, rural craftsmen, etc.

(seven) in all levels of non-genetic inheritors training programs, set up special training for non-legacy workshops, carry out on-the-spot assistance actions, and build a sales platform for them. Relying on non-legacy workshops to carry out traditional manual vocational skills training, and giving vocational skills training subsidies to those who meet the requirements.

(eight) to establish a catalogue of non-legacy workshop products, to include high-quality non-legacy workshop products in the poverty alleviation consumption procurement catalogue, and to implant them in poverty alleviation supermarkets, agricultural supermarkets and other consumer places.

(nine) support the rational use of copyright, trademark rights, patent rights, etc., strengthen the protection of intellectual property rights, and cultivate well-known brands of non-legacy workshops with local characteristics.

Article 11County-level cultural and tourism administrative departments shall, in principle, evaluate non-legacy workshops every two years and implement dynamic management. For outstanding non-legacy workshops, they should be informed of praise and be tilted in the support of relevant policies and funds; Non-legacy workshops that fail to implement relevant requirements, play a bad role in radiation driving or cause adverse effects in violation of the provisions of these measures shall be rectified within a time limit.

Article 12In any of the following circumstances, the county-level cultural and tourism departments, human resources and social security, and rural revitalization departments will automatically cancel their qualifications, announce them, and shall not re-declare them within 3 years from the date of revocation of their names:

(a) take fraud, false and other improper means to defraud the establishment of intangible cultural heritage workshop;

(two) the creation and production violates the socialist core values, infringes on public rights and interests, infringes on intellectual property rights and causes certain consequences;

(three) the main person in charge of the non-legacy workshop has violated the law and discipline;

(four) not to carry out the work of the workshop for more than one year;

(five) non-legacy workshops that have not confirmed the registration information to the county-level cultural and tourism departments for two consecutive years;

(six) illegal misappropriation of special financial subsidies;

(seven) the deadline for rectification can not meet the requirements;

(eight) other acts that should cancel the non-legacy workshop.

Article 13These Measures shall be interpreted by the Shanxi Provincial Department of Culture and Tourism, the Shanxi Provincial Department of Human Resources and Social Security and the Shanxi Provincial Rural Revitalization Bureau.

Article 14These Measures shall be implemented as of January 31, 2023 and shall be valid for 3 years. The original "Measures for the Identification and Management of Intangible Cultural Heritage Workshops" (Jinwen Lvfa [2022] No.39) was abolished. Measures of Beijing Municipality on the Administration of Rural Revitalization Assistants (for Trial Implementation)

Chapter I General Provisions

  the first In order to standardize the management of rural revitalization assistants, strengthen the construction of grassroots cadres’ talent team, create a group of public management service talents rooted in rural areas, and boost rural revitalization, these measures are formulated according to the requirements of the Organization Department of the CPC Central Committee, the Ministry of Human Resources and Social Security and other departments on implementing the "three supports and one support" plan for college graduates, and combined with the actual situation of this Municipality.

  the second The term "rural revitalization assistant" as mentioned in these Measures refers to the fresh college graduates who are engaged in supporting agriculture in rural areas through open recruitment in this Municipality and serve on the job.

  Article The duties of the rural revitalization assistant are: to help strengthen rural party building, develop characteristic industries, build beautiful countryside, improve the governance level, and serve and guarantee the implementation of the rural revitalization strategy.

  Article 4 The management of rural revitalization assistants adheres to the principle of "who uses people, who benefits and who is responsible", and insists on paying equal attention to strict management and love, encouragement and restraint, and training and use.

  Article 5 The management of rural revitalization assistants is led by the human resources and social security department, and is jointly organized and implemented by organizations, agriculture and rural areas, education, finance and other departments. Establish a four-level management system of city, district, township and village, and coordinate and promote the work of rural revitalization assistants.

  (a) the main responsibilities of the municipal:

  1. Formulate and improve policies, carry out policy publicity and organize their implementation;

  (2) Responsibilities at the district level:

  1. Implement relevant policies and requirements, and establish and improve institutional measures in this area;

  2. Organize and implement the examination, physical examination, inspection and publicity in this area;

Chapter II Open Recruitment

  Article 6 The overall size of the city’s rural revitalization assistants is controlled at 2000, which is determined according to the actual needs of the grassroots every year.

  Article 7 A rural revitalization assistant shall meet the following basic conditions:

  (1) Having People’s Republic of China (PRC) nationality;

  (two) good ideological and political quality, support the party’s line, principles and policies, and have a firm and correct political direction;

  (three) interested in taking root in rural areas and serving rural revitalization;

  (four) abide by the law, obey the arrangement, and have a strong sense of organizational discipline;

  (5) Having the physical condition, psychological quality and working ability to perform their duties normally;

  (6) Generally, it is a fresh graduate of Beijing Shengyuan with a bachelor’s degree or above, and the ecological conservation area can be relaxed to a college degree in combination with the actual situation;

  (7) Under the same conditions, graduates from party member, returning to their original places, agriculture-related or informatization majors are preferred;

  (eight) meet other conditions required by the recruitment position.

  Article 8 Recruitment should generally go through the following procedures:

  (1) Making an announcement. The Municipal Human Resources and Social Security Bureau takes the lead in formulating the recruitment plan and issuing the recruitment announcement.

  (2) Organizing registration. Cities, districts and colleges and universities jointly do a good job in publicity and mobilization, and encourage college graduates to actively register.

  (3) Examination. The city and district jointly organize the examination.

  (4) Physical examination, inspection and publicity. Each district is responsible for organizing physical examination, inspection and publicity.

  (5) filing. After the publicity, each district will submit the list of persons to be employed to the Municipal Human Resources and Social Security Bureau for the record.

  Article 9 The rural revitalization assistant signs a labor contract with the township, with a contract period of 5 years. The working time is calculated from the date of the service period, and the length of service at the grassroots level is calculated as the length of service.

  Article 10 According to the actual situation of the region, each district assigns rural revitalization assistants to work in the village according to the needs of the work, and organizes rural revitalization assistants to report and work.

  Article 11 The personnel files of rural revitalization assistants are transferred to the human resources public service institutions in the district where they work, and the party-group relationship is transferred to the grassroots party-group organization where they work.

  Article 12 The work and living allowance for rural revitalization assistants has basically reached the wage income level of newly recruited staff from college graduates in this township organ after the probation period expires, and an assessment and reward mechanism has been established. Participate in social insurance, handle housing accumulation fund procedures according to the policies of the state and this Municipality, pay a one-time resettlement fee according to the regulations, and organize to participate in major diseases and personal accident insurance.

Chapter III Daily Management

  Article 13 Ensure the working hours of rural revitalization assistants in the village, and prohibit interception and long-term secondment. With the approval of the District Human Resources and Social Security Bureau, you can organize to participate in township stage work or short-term job training in a planned way. Approved by the Municipal Human Resources and Social Security Bureau, it can organize and participate in centralized work such as major activities or urgent tasks in the city and district according to needs.

  Article 14 Establish leave and attendance system:

  (a) rural revitalization assistant leave for 3 days and less, with the consent of the village where the work is reported to the township for approval; Leave for more than 3 days, with the consent of the working village, reported to the township for approval, and reported to the District Human Resources and Social Security Bureau for the record.

  (two) the village is responsible for the attendance of the rural revitalization assistant, and submits the attendance to the township on a monthly basis, and the township regularly submits it to the District Human Resources and Social Security Bureau for the record. Attendance results are linked to the payment of work and living allowances.

  Article 15 Rural revitalization assistant to implement daily performance and work performance assessment. The assessment is divided into usual assessment, annual assessment and expiration assessment, and the assessment results are divided into three grades: excellent, qualified and unqualified. Usually, the proportion of excellent grades in assessment accounts for about 40% of the number of participants in assessment, and the proportion of excellent grades in annual assessment and expiration assessment does not exceed 20% of the number of participants in the same batch in this area. The assessment results are linked to training, use, rewards and punishments.

  (a) the usual assessment by the village, township joint implementation, quarterly assessment cycle. The rural revitalization assistant submits the monthly work documentary, and the village party organization puts forward assessment suggestions according to its daily performance, task completion and monthly attendance. The township studies and determines the assessment results and reports them to the District Human Resources and Social Security Bureau for the record. Usually, the assessment materials are filed by the township for future reference.

  (2) The annual assessment is implemented by the District Human Resources and Social Security Bureau, with the working year as the assessment cycle. The district human resources and social security bureau comprehensively evaluates the work performance of rural revitalization assistants, the opinions of villages and towns, and the usual assessment results. Personnel with excellent grades in annual assessment are generally produced among those whose assessment results are excellent at ordinary times.

  (three) the expiration of the assessment by the District Human Resources and Social Security Bureau, in the rural revitalization assistant contract expires. The district human resources and social security bureau comprehensively evaluates the work performance of rural revitalization assistants, opinions of villages and towns, and annual assessment results. Personnel with excellent grades after the expiration of the assessment period are generally produced among those whose annual assessment results are excellent.

  The Human Resources and Social Security Bureau of each district organizes rural revitalization assistants to fill in the Registration Form for Annual Assessment of Rural Revitalization Assistants and the Registration Form for Expired Assessment of Rural Revitalization Assistants, and store them in my personnel file.

  Article 16 Rural revitalization assistants are included in the "three supports and one support" plan of this Municipality. If they have served for one contract period and passed the examination, they will be awarded the "three supports and one support" service certificate for college graduates and enjoy the relevant preferential policies of the state and this Municipality.

  Article 17 In case of any major situation such as safety or health of rural revitalization assistants, the District Human Resources and Social Security Bureau shall report to the Municipal Human Resources and Social Security Bureau in a timely manner.

  Article 18 Rural revitalization assistants should consciously abide by various rules and regulations. Violation of discipline, according to the relevant provisions; Those suspected of violating the law and committing crimes shall be transferred to judicial organs for handling according to law.

  Article 19 Rural revitalization assistants who terminate the labor contract in advance shall enter the human resources market to choose their own jobs in accordance with relevant regulations.

  Article 20 The District Human Resources and Social Security Bureau shall specify the person responsible for the application of the management information system of "three supports and one support" for college graduates, and do a good job in information collection, reporting and updating in a timely manner.

Chapter IV Cultivation and Use

  Article 21 Rural revitalization assistants shall be trained in different levels and categories, and each person shall be trained for no less than 80 hours a year, focusing on the construction of rural grassroots organizations, rural governance, and village-level economic development.

  (a) to carry out municipal rotation training for newly recruited rural revitalization assistants every year, and organize about 100 rural revitalization assistants to participate in municipal demonstration training.

  (two) each district is responsible for organizing the training of rural revitalization assistants in this district, and the pre-job training is generally not less than 40 hours.

  (three) towns and villages in combination with the actual situation, through centralized teaching, training on behalf of the meeting, study tours and other forms of education and training.

  Rural revitalization assistant to participate in full-time study or training must be reported to the District Human Resources and Social Security Bureau for approval.

  Article 22 Villages and towns should give full play to the role of "mentoring" of township cadres, village cadres, veteran cadres and old party member, and adopt the method of "one teacher and one apprentice" to identify a training contact person for rural revitalization assistants to improve their working ability.

  Article 23 Actively guide and encourage rural revitalization assistants to innovate and start businesses in rural e-commerce, rural cooperative economy, leisure agriculture and rural tourism based on the industrial characteristics and their own advantages. We will implement preferential policies and services in industrial and commercial registration, tax reduction and exemption, bank account opening, financing loans and social insurance payment. All districts should combine the entrepreneurial effect of rural revitalization assistants with the work of evaluation, renewal and mobile development to stimulate the vitality of innovation and entrepreneurship.

  Article 24 Township Party committees should guide the village party organizations to strengthen the education and management of party member, the rural revitalization assistant, and pay attention to the development of party member among outstanding rural revitalization assistants.

  Article 25 All districts should incorporate outstanding rural revitalization assistants into the village-level reserve talent team and support the members of the village "two committees" team. As the village "two committees" full-time and outstanding performance of rural revitalization assistant, can be included in the township reserve talent team.

  Article 26 Party organizations at all levels should actively recommend rural revitalization assistants with good comprehensive quality and strong deliberation ability as representatives of party congresses, people’s congresses, CPPCC members, league congresses and women’s congresses at all levels, and unblock the channels for rural revitalization assistants to participate in decision-making.

Chapter V Expired Employment

  Article 27 Encourage rural revitalization assistants to take root in rural grassroots;

  (1) Those who have completed one contract period and performed well in the village may be renewed according to the wishes of both parties and according to the prescribed procedures.

  (two) elected members of the village "two committees" team, can extend the contract period to the village "two committees" term expires.

  Article 28 Support the multi-channel differentiated mobile development of rural revitalization assistants who have expired their contracts and passed the examination;

  (a) according to the provisions of the directional examination of civil servants.

  (two) to organize the special recruitment of institutions, and if there is a vacancy in the grass-roots institutions where the rural revitalization assistant works, it can be directly hired, and the probation period is no longer agreed.

  (3) Encourage enterprises to attract talents and support innovation, entrepreneurship and flexible employment.

  (four) the implementation of the policy of extra points for postgraduate entrance examination and support for further study.

  Article 29 All districts should accurately grasp the employment situation of rural revitalization assistants at the expiration of the contract, establish employment accounts, register employment destinations, and provide employment guidance, employment introduction and other services to unemployed rural revitalization assistants.

Chapter VI Supplementary Provisions

  Article 30 These Measures shall be interpreted by the Organization Department of the Municipal Party Committee, the Municipal Committee of Agriculture, the Municipal Human Resources and Social Security Bureau, the Municipal Education Commission and the Municipal Finance Bureau.

  Article 31 These Measures shall come into force as of the date of issuance.

Full focus | Jingjiang section of the Yangtze River reproduces "finless porpoise playing in the water"

On February 17th, the Yangtze finless porpoise investigation team set up by the Wetland College of Yancheng Normal University in Jiangsu Province came to Jingjiang, Taizhou for a week-long field observation. In just two days, the investigation team has observed more than ten finless porpoises.

The members of the investigation team found the finless porpoise when they sailed into Jiangyin Bridge to Mucheng Park by a fishing boat. The finless porpoise jumps out of the water from time to time, no more than 500 meters from the shore.

Wang Zhengfei, the leader of the Yangtze finless porpoise investigation team, said: "There are at least five more, and the ethnic groups we found are foraging. It should be said that this section of the river in Mucheng Park is still very rich in fish resources. Some of them are together and the three heads feed together, which is still a very gratifying phenomenon. " 

In addition, the investigation team also observed five Yangtze finless porpoises near the Qidu in Jingjiang Jiagang. Since 2021, the observation lasted for more than three years, which made the investigation team know more about the distribution range, living habits and living rules of finless porpoises in Jingjiang section of the Yangtze River. In 2024, the investigation team will conduct a field observation every month and conduct a multi-ship survey to further clarify the distribution characteristics of the Yangtze finless porpoise.

Wang Zhengfei said: "In this way, we can obtain the information of finless porpoises we observed more accurately, and at the same time, combined with the three-headed identification individuals we found before, we can further understand the population number, clear distribution range and communication between populations."
