We will further improve the coordinated development system of Chinese herbal medicine resources, varieties, seed industry, planting and primary processing in producing areas, enrich the ecological planting and breeding model, continuously improve the level of standardization, specialization and greening, make the supporting role of raw materials in the high-quality development of Yunnan Chinese herbal medicine industry more obvious, stabilize its industrial position, continuously enhance its supply, support and leading ability in international and domestic markets, keep the scale of Chinese herbal medicine planting and breeding the first in China, and build the most important high-quality Chinese herbal medicine producing area in China and the world. At the same time, "Zoning" plans to renovate and upgrade 8 Chinese herbal medicine resource nurseries (banks), build 88 improved seed breeding bases, identify 144 GAP bases, renovate and expand and build 250 primary processing points (processing while fresh), build 1 national germplasm resource nursery and 1 provincial Chinese herbal medicine seed and seedling quality testing platform.

Through zoning, a total of 50 main varieties of Chinese herbal medicines in 4 categories have been planned and developed, and they have been refined to counties (cities, districts).

Innovative breeding mode. According to the requirements of keeping the red line of cultivated land, ensuring food security and stabilizing the scale of planting and breeding, "Zoning" explores and innovatively puts forward four ecological compound planting and breeding models of "under forest, garden, general cultivated land and four sides in one hospital" to scientifically and reasonably expand the scale of non-agricultural land planting. Make full use of more than 70 million mu of forest land space in the province, and develop three-dimensional planting and breeding of Chinese herbal medicines under the forest and imitation wild planting and breeding.
