Organize relevant departments to simultaneously promote the infrastructure construction, port function improvement and park investment promotion of Changchun International Airport (dry port) and Changchun International Airport in accordance with the idea of "planning, construction, declaration and investment promotion" to realize the China-Europe train (Changchun — Hamburg) normal operation, promote the approval of the airport economic demonstration zone; At the same time, expand the domestic cooperation platform. In the Yangtze River Delta, Pearl River Delta, Bohai Rim and other places, special promotion conferences for Changchun New District were held, with the theme of attracting investment from biomedicine, advanced manufacturing and other industries, and invited industry leaders and well-known enterprises to participate in the conference to publicize and promote the development of the new district and enhance project reserves.

Gather enterprises in the region and establish Changchun New Area Federation of Industry and Commerce (General Chamber of Commerce). In order to give full play to the resource advantages of non-public enterprises and the intellectual advantages of entrepreneurs in the region, strengthen business investment, effectively introduce and promote major projects for local economic development, Changchun New District Federation of Industry and Commerce (General Chamber of Commerce) was established in April 2019. In the same year, in order to further accelerate industrial agglomeration and promote exchanges and cooperation between upstream and downstream industries, the Federation of Industry and Commerce led the establishment of four grass-roots industry chambers of commerce in Changchun New Area, including automobiles and parts, optoelectronics and intelligent manufacturing, biomedicine and health, incubators and industrial parks.
