According to the circular, Wei Minzhou has seriously violated political discipline and rules, engaged in political speculation and attachment, corrupted political conduct, engaged in superstitious activities for a long time, and resisted organizational censorship; Violation of the spirit of the eight central regulations, illegal entry and exit of private clubs and acceptance of public banquets, and acceptance of tourism activities arranged by private entrepreneurs; Violation of organizational discipline and failure to report personal matters as required; Violation of integrity discipline, engaging in profit-making activities in violation of regulations, accepting gifts and cash gifts; Violate life discipline. Taking advantage of his position to seek benefits for others and accept huge amounts of property is suspected of accepting bribes.

Wei Minzhou, with "corrupt political conduct", is the third "tiger" reported by CPC Central Commission for Discipline Inspection since August. Before him, Yang Jiacai, the former party Committee member and assistant to the chairman of the China Banking Regulatory Commission, who "destroyed the political ecology of the financial system" was double-opened; Zhang Hua, the former deputy ministerial inspector of the Central Leading Group for Inspection Work, who "used the right of inspection for a long time to interfere with the relevant work of the inspected unit", was expelled from the party.
A "small" mistake: I didn’t shut up
In CPC Central Commission for Discipline Inspection’s briefing, although the three people belong to different fields, they all made a "small" mistake-they didn’t shut up: Yang Jiacai illegally went in and out of private clubs to accept banquets; Zhang Hua accepts banquets that may affect the fair execution of official duties in violation of regulations; Wei Minzhou illegally entered and exited private clubs and accepted public banquets.
What kind of banquet they went to is unknown, but Wei Minzhou has a unique hobby about "eating". According to media reports, as an "old Shaanxi", he only loves pasta, and this eating habit makes Wei Minzhou travel abroad, especially when he goes abroad. Therefore, in order to solve the food problem during his business trip, someone arranged a special chef to follow him, with the tools and good raw materials for making pasta, so that the leaders can eat a bowl of delicious handmade noodles at any time and any place. It was Li Dayou, Party Secretary and Chairman of Xi ‘an Tourism Company, who was informed by CPC Central Commission for Discipline Inspection in early July that he was suspected of serious violation of discipline and was under investigation. What is even more ironic is that as early as the enlarged meeting of the Standing Committee of Xi ‘an Municipal Committee in 2013, Wei Minzhou had demanded that the eight central regulations should be resolutely implemented, that public funds should be severely stopped to eat and drink, and that violations against the wind should be severely investigated. He even said in public that he should manage himself and lead the team well, and welcomed all sectors of society to increase supervision over himself and the top leaders at all levels and departments. Now it seems that he didn’t manage himself.
A deadly banquet
In the briefings of these three officials who have fallen off the horse, the "banquet" seems to be only a "small" problem. However, there is no good banquet since ancient times, and the problem of eating and drinking is sometimes a proposition for officials.
In January 2016, Yang Xiaohan, member of the Party Committee of Luyang Town, zhongfang county City, Hunan Province and director of the Joint Working Committee of the Chinese People’s Political Consultative Conference, held a housewarming banquet in violation of the spirit of the eight central regulations. During the dinner, Huang Gaosheng, who retired and re-employed, was drunk and sent to a hotel room to rest. After the banquet, Yang Xiaohan and two classmates came to Huang Gaosheng’s room. Seeing that Huang Gaosheng was resting in the room, he left the hotel without any other abnormalities. At 9 o’clock the next morning, Yang Xiaohan came to Huang Gaosheng’s room and found that Huang Gaosheng was lying on the ground and his body was stiff. Yang immediately called 110. The police and medical staff rushed to the room one after another to confirm that Huang Gaosheng had died.
After the incident, Yang Xiaohan was removed from the post of member of the Party Committee of Luyang Town and director of the Joint Working Committee of the Chinese People’s Political Consultative Conference. He was severely punished by the party and compensated the families of the deceased. The other four party member cadres who participated in the banquet were given warnings within the Party and administrative demerits respectively.
Coincidentally, in June 2016, Guangxi Province reported a typical case of gathering people to indulge in wine. Li Ning, former party secretary and director of the State Taxation Bureau of Wuzhou Industrial Park, invited Jiang Jianlin, former party secretary and director of the State Taxation Bureau of mengshan county, and Pan Guihe, a cadre of the State Taxation Bureau of Wuzhou Industrial Park (non-CPC party member) and others to have dinner in a hotel in the city. During the dinner, they gambled and drank alcohol by guessing fists and playing cards. Jiang Jianlin beat Pan Guihe after drinking and killed him, which caused a bad influence. Jiang Jianlin was expelled from the party and dismissed from public office, and his suspected violation of the law has been transferred to the judicial organs for legal treatment; Li Ning was dismissed from his post within the Party and removed from his post administratively.
Since the 18th National Congress of the Communist Party of China, with the promulgation of the eight central regulations, the "four winds" problem has been strictly investigated from the central government to the local government, and the problem of eating and drinking illegal public funds has been severely investigated and exposed by the CPC Central Committee. Heavy taste: pangolin, crocodile tail, Maotai liquor with higher age is better.
In February this year, a news about "Guangxi officials invited pangolin" was heated up on the Internet and aroused widespread public dissatisfaction. The cause of the incident was that a blogger named @ ah _ cal sent a message to Weibo on July 15th, 2015, claiming that he had eaten boiled pangolin in his office at the invitation of local "Director Li" and "Secretary Huang" during his inspection tour in Guangxi, and accompanied it with photos of the cooked pangolin. After investigation, the banquet mentioned in Weibo was arranged by Li Ning, the former director of the United Front Work Department of the Working Committee of Guangxi Autonomous Region, and Li Moke, the head of a private enterprise, in the canteen of Li Moke’s company. Li Ning, the former director of the United Front Work Department of the Working Committee of Colleges and Universities in Guangxi Autonomous Region, was also arrested by the procuratorate in May 2016 on suspicion of accepting bribes.
In the anti-corruption feature film "Always on the Road", Zhang Jianjin, the former party secretary and chairman of Tianjin Pharmaceutical Group, described the food at a dinner table as follows: "I arranged a crocodile’s tail, which should be very big, almost one meter, and that one was placed in a strip shape at that time, which was also very beautiful, but I think it should be very expensive and definitely scheduled. Anyway, it just showed him (private enterprise) …” Zhang Jianjin, who pursues eating, is not careless about drinking. He loves to drink vintage Maotai and pays attention to the better. He even came up with the trick of bottled wine with mineral water. Trouble machine: "a table meal" hidden in the community
In August, 2016, the 11th Inspection Team of the Central Committee pointed out that "one table meal" has become a new variation of eating and drinking style when it gave feedback to Jiangxi during the "looking back" inspection tour of Jiangxi Province. The so-called "one table meal" refers to a hidden place transformed from a private house, closed to the public, providing catering and entertainment services for only a few specific people and having the nature of a private club. Because it is generally only served for one table of guests, it is called "one table meal". Since August 6, 2016, the Jiangxi Provincial Commission for Discipline Inspection has severely investigated and dealt with 33 party member cadres’ illegal entry and exit of "one table for meals" in high-end residential quarters in three batches, giving disciplinary action to 10 people (including 2 removed from office), 3 admonishing and talking, and 20 others.
Among them, there are officials and cadres who have been in office for just nine days and have been planted on a "table meal".
On July 27th, 2016, Chen Yangxia, secretary of Dingnan County Party Committee in Ganzhou City, Jiangxi Province, reported to the Provincial Commission for Discipline Inspection for work. On the evening of August 4th, Cheng Ziliang, director of the Department of Cadre Education of the Organization Department of the Provincial Party Committee, invited Chen Yangxia to dinner, and invited two other cadres of provincial organs who had participated in the training abroad. Cheng Ziliang discussed with Li Youcai, deputy general manager of the Provincial Tourism Group, and arranged the dinner in a hidden place transformed from a private house by Liu Moumou, a private entrepreneur in Nanchang, which was used to receive private friends and had the nature of a private club. At the request of Li Youcai, Cheng Ziliang also invited another cadre from the Organization Department of the Provincial Party Committee to attend. The red wine consumed that night was provided by Li Youcai personally, and other expenses were borne by Liu Moumou personally. In this way, a dinner hosted by a private boss in a private house made Chen Yangxia, who had only been in office for 9 days, severely warned by the party, terminated his probation period and transferred from the ShengJiWei; Cheng Ziliang was severely punished by the party, removed from the post of director of the cadre education department of the organization department of the provincial party Committee and transferred from the organization department of the provincial party Committee; Li Youcai was severely warned by the party; Three cadres of the provincial organs who participated in the dinner were given warnings within the party.
After repeated prohibitions, why is it so difficult to "control your mouth"?
The efforts of the CPC Central Committee to investigate and deal with illegal eating and drinking are not great, but the "small" problem of eating and drinking still occurs from time to time?
"I don’t have a good grasp of eating and drinking. I don’t pay attention to it. I think it’s not a big problem to eat." Wan Qingliang, former member of the Standing Committee of Guangdong Provincial Party Committee and former secretary of Guangzhou Municipal Committee, who has been in and out of high-end consumer places for about 70 times, used his position to seek benefits for others and demanded and accepted huge bribes, may have spoken the minds of those officials who could not control their mouths.
Eating and drinking is never a small problem, but it reflects the big problem that some cadres in party member are weak in party spirit, slack in thinking, extravagant and extravagant, and even abuse power for personal gain and corruption.
Food is the most important thing for the people, and eating and drinking is naturally understandable as a human survival demand. Eating and drinking in the sea is not only a waste of resources, but also a very bad social atmosphere, which damages the relationship between the party and the masses. Once party member cadres eat and drink, it will inevitably breed corruption in the trading of power and money, even form a "small circle" and destroy the political ecology. Unhealthy trends are hotbeds of corruption, and the CPC Central Committee has made great efforts to grasp the style of work, which is the key incision to prevent corruption.
According to the data released by the Central Commission for Discipline Inspection, as of March 31 this year, more than 12,000 illegal public funds have been investigated and dealt with, more than 18,000 people have been dealt with, and nearly 13,000 people have been disciplined by the party and government. During the May Day and Dragon Boat Festival this year, 61 typical mental problems violating the eight regulations were exposed, including 5 cases involving eating and drinking illegal public funds and handling 10 people. These data reflect that the anti-corruption efforts of the CPC Central Committee are still increasing in order to create a clean and upright political ecology.
