  Article 14 If the producer fails to carry out defect investigation and analysis in accordance with the requirements notified by the market supervision and management department, or the market supervision and management department thinks that the results of the producer’s defect investigation and analysis are not enough to prove that there are no defects in consumer goods, the market supervision and management department of the people’s government at the provincial or prefecture level shall organize and carry out defect investigation.

  During the period when the market supervision and management department organizes the defect investigation, if the producer voluntarily carries out the recall, the defect investigation may be terminated.

  Article 15 The market supervision and management departments of the people’s governments at the provincial and prefecture levels may take the following measures to investigate the defects:

  Article 17 The market supervision and management department of the people’s government at the provincial or prefecture level shall, in combination with the defect investigation and the risk assessment of the possibility, degree and scope of damage caused by consumer goods to personal and property safety, make a conclusion on whether there are defects in consumer goods in time.

  Article 18 If the market supervision and administration department of the people’s government at the provincial or prefecture level determines that the consumer goods are defective, it shall notify the producer to implement the recall. If the producer has no objection, it shall immediately implement the recall.

  If the producer has any objection, he may, within 10 working days from the date of receiving the notice, file an objection application with the market supervision and administration department that notified him of the recall, and provide relevant materials.

  Article 19 The market supervision and management department that receives the objection application shall review the relevant materials, make a review conclusion in time, and inform the producer of the review conclusion. When necessary, technical experts and professional institutions may be entrusted to conduct technical analysis, or a hearing may be organized for demonstration.

  If the review conclusion finds that the consumer goods are defective, the market supervision and management department that made the review conclusion shall notify the producer to implement the recall, and the producer shall immediately implement the recall.

Emergency psychiatry is a branch of clinical psychiatry, and it is also a branch of emergency medicine. Acute dystonia is a kind of extrapyramidal syndrome, which is more than the early stage of taking antipsychotics, and often appears within 48 hours after the first medication. It can be manifested as upturned eyeball, torticollis, difficulty in opening mouth, choking with drinking water, and inverted horn arch. In severe cases, laryngeal muscle tension disorder occurs, which leads to upper respiratory tract obstruction, dyspnea and even life-threatening. This is the case in the fourth scene above.

Malignant syndrome (NMS) is a rare and life-threatening serious adverse drug reaction, which is mostly caused by taking a large number of antipsychotic drugs in combination. It is characterized by high fever, muscle tension, change of consciousness and autonomic nervous dysfunction. NMS may be complicated with rhabdomyolysis, arrhythmia and respiratory failure.

5-HT syndrome is also a potentially fatal syndrome, which usually occurs at the beginning of the use of 5-HT drugs or excessive use, and is rare at therapeutic doses. It is characterized by disturbance of consciousness, tremor, diarrhea, hyperreflexia, myoclonia and high fever.

Some of the above patients can be properly treated in psychiatric emergency. If there are serious comorbidities or life-threatening situations, they need to go to the general hospital for emergency treatment to stabilize their physical condition.

● Psychiatric drug overdose or poisoning

Such as lithium poisoning, antipsychotic poisoning and benzodiazepine poisoning. Note that people who have been poisoned by psychotropic drugs and have potentially life-threatening clinical conditions need to go to a general hospital for treatment first. Poisoning by other substances, such as pesticides, cleaning agents, pesticides, carbon monoxide, etc., should be treated in general hospitals first.

Lithium poisoning usually occurs in people who take lithium for a long time or by mistake. The therapeutic dose of lithium salt is similar to that of poisoning, so it is necessary to monitor the blood lithium concentration when using it. Mild lithium poisoning may cause dizziness, nausea, vomiting and diarrhea, and severe cases may cause limb tremor, nystagmus, ataxia, slurred speech, convulsion and coma.

The symptoms of antipsychotic drug poisoning are atypical, such as hypothermia or hyperthermia, blood pressure drop and even shock, coma, arrhythmia, abnormal electrocardiogram, seizures and so on.

People poisoned by benzodiazepines have a history of overdose or misuse of benzodiazepines, which are manifested as disturbance of consciousness, lethargy, coma, respiratory depression, bradycardia, decreased blood pressure, dizziness and ataxia.

● Mental disorders and acute withdrawal reactions caused by psychoactive substances such as alcohol, opioids, marijuana and central nervous system stimulants.

Alcohol is a psychoactive substance that is easy to obtain in China, so it is common for emergency patients to drink too much and have acute alcohol withdrawal.

Alcoholism is easy to identify. Patients who ingest a large amount of alcohol or alcoholic beverages will suffer from disturbance of consciousness, lethargy, coma, behavioral disorder, obvious ataxia, nystagmus, arrhythmia and shock within a short time.

Alcohol withdrawal refers to a series of symptoms caused by long-term heavy drinkers who suddenly stop drinking or reduce their drinking. There may be sweating, shaking hands, shortness of breath, tachycardia, elevated blood pressure, anxiety and insomnia, and in severe cases, hallucinations, seizures, tremors, delirium, etc., and even life-threatening.

It should be emphasized that when the vital signs of the above patients are basically stable, they can go to the psychiatric emergency department for treatment; If the vital signs are unstable, you should first go to the emergency department of a general hospital to stabilize the vital signs, and at the same time ask the psychiatric department for consultation, or refer to the psychiatric department for emergency treatment after the vital signs are stable.

● Individuals who have recently suffered mental and psychological trauma and suffered obvious social function damage.

Professor Guo Qing, Chairman of the Health Management Branch of the Chinese Medical Association and member of the Expert Steering Committee for Health Promotion and Education of the National Health and Wellness Commission, accepted an interview with CCTV reporters on the significance of the 5G+ "three early" model for the health management of chronic diseases and the challenges of its implementation.

  Guo Qing:"From treating diseases as the center to focusing on people’s health", it is necessary to pay attention to disease prevention and strengthen the health management of chronic diseases. In this regard, the Health Management Branch of the Chinese Medical Association clearly pointed out that the focus of health management is to promote the health of all citizens, put the prevention of serious diseases at the forefront of the strategy, and carry out effective chronic disease health management for hundreds of millions of chronic patients.

  In 2021, I took the lead in successfully applying for three important research projects, whether it was the top ten engineering and technical problems of China Association for Science and Technology, the national natural science foundation project focusing on basic research, and the scene application pilot of the Ministry of Industry and Information Technology in the field of 5G and National Health Commission, all of which focused on the field of "5G+ health management". We use the digital code "533" to organically combine these three projects, which is called "533 Health Management Project". "5" stands for "5g" & mdash; — Because we need the support of 5G, big data, wearable devices and artificial intelligence systems, rely on technology empowerment, innovate health service models, and continuously and dynamically monitor the health status of the body. The first "3" is the core connotation of health management — — Three early, that is, "early screening, early evaluation and early intervention", refers to the prevention-oriented, screening for the whole population to find out the risk factors; Multi-dimensional, multi-level and continuous evaluation of related risk factors causing diseases; Promote health education and health promotion, cultivate healthy lifestyle and behavior habits, and remove risk factors. Since the beginning of this year, we have extensively promoted the pilot and landing of the "533 Health Management Project" nationwide. For example, in Zhejiang, Jiangxi, Guangdong, Guangxi and other places, we have carried out pilot projects that extend from hospitals to communities and then to families, affecting the specific landing of millions of people.

  Take diabetes as an example, there are 140 million diagnosed diabetic patients in China, and nearly 500 million people are in pre-diabetes, that is, abnormal blood sugar. In view of this huge group, it is necessary to carry out effective health management of diabetes. The "533 Health Management Project" emphasizes the need to monitor the changes of blood sugar in real time. When the individual has not become a diabetic or is still in the early stage, the blood sugar will be continuously, dynamically and in real time through technical means such as 5G. According to different situations, early warning is issued, and personalized diet and exercise matching scheme is formulated to realize blood sugar control. In addition, there are currently 300 million hypertensive patients in China. In view of cardiovascular and cerebrovascular diseases such as myocardial infarction and stroke, we have also established the landing mode of "533 Health Management Project", and proposed to improve the establishment of the upstream system and carry out continuous, dynamic and real-time monitoring, evaluation and intervention.

It is not enough to promote the "533 Health Management Project" only by large hospitals, but also by extending from hospitals to community health service institutions that are more closely related to the people. Because their main task is to focus on prevention and carry out the prevention and treatment of common diseases. For individuals, almost one-third of the time is spent at home, and most activities such as daily life and diet are at home. Extending health services to families can be closely linked with everyone’s daily life and realize effective health management.
